Brownfield Land Register

 What is a Brownfield Land Register?

As part of its plan to boost housebuilding, the Government has committed to ensuring that 90% of suitable brownfield sites have planning permission by 2020. To support this, councils are required to publish an annual list of brownfield sites in their area that may be suitable for development.


How are Brownfield sites identified?

Brownfield land, otherwise known as ‘previously developed land’, is land which has been previously built on with a permanent structure. It does not include urban gardens, parks or allotments. The full definition of brownfield land can be found in the Glossary of the National Planning Policy Framework.


Gosport’s Brownfield Register

For a site to be included on the register it must be at least 0.25 ha in size or be capable of providing at least 5 homes. All sites must also meet the following criteria:

•    Suitable – have residential planning permission, be allocated in the local plan, or be considered appropriate for residential development by the council.

•    Available – have no ownership issues or legal constraints which could prevent development.
•    Achievable – is likely to be developed within 15 years.
There are two parts to the Brownfield Land Register. The council has published Part 1 below, which is a list of brownfield sites that are considered suitable for residential development.


Part 2 of the Register are sites which have been granted ‘permission in principle’.

This is a new type of planning permission that approves the principles of development – use, location, and scale.

There are currently no sites in Gosport which have been granted permission in principle, and therefore Part 2 has not been published.
