If you have already received Closed Addendum Tier 4 funding you do not need to apply again, you will automatically be paid for the period beginning 5 January 2021, and will also automatically be awarded the Closed Business Lockdown payment.

This scheme supports businesses that were open as usual, providing services in person to customers from their business premises, but which were then required by law to close due to national lockdown restrictions imposed by government.

What periods does this scheme cover

  • National lockdown (January 5th 2021 onwards) - a single grant to cover each eligible 42 day period will be paid to each eligible business. The grant amounts will be fixed. If you have more than one qualifying property you may apply to receive more than one grant.
  • An additional one off Closed Business Lockdown payment will be awarded to businesses eligible for the Local Restrictions Support Grant (Closed) Addendum from January 5th.

What you will get 

Local Restrictions Support Grant (Closed) Addendum from 5th January 2021

  • If your business is eligible and has a property with a rateable value of £15,000 or under, you will receive a cash grant of £2,001 per 42-day qualifying restriction period.
  • If your business is eligible and has a property with a rateable value of above £15,000 and below £51,000, you will receive a cash grant of £3,000 per 42-day qualifying period.
  • If your business is eligible and has a property with a rateable value of £51,000 or above, you will receive a cash grant of £4,500 per 42-day qualifying period.

Closed Business Lockdown Payment

  • If your business is eligible and has a property with a rateable value of £15,000 or under, you will receive a one off cash grant of £4,000.
  • If your business is eligible and has a property with a rateable value of above £15,000 and below £51,000, you will receive a one off cash grant of £6,000.
  • If your business is eligible and has a property with a rateable value of £51,000 or above, you will receive a one off cash grant of £9,000.

Grants are based on the rateable value of the property on the first full day of the national lockdown restrictions.

Eligibility

Businesses that are eligible are those that have been required to close by Government and include:

  • non-essential retail
  • leisure
  • personal care
  • sports facilities
  • hospitality businesses

This could also include businesses that operate primarily as an in-person venue, but which have been forced to close those services and provide a takeaway-only or click and collect service instead.

Your business may be eligible if it:

  • occupies property on which it pays business rates
  • has been required to close because of national restrictions.
  • has been unable to provide its usual in-person customer service from its premises

Exclusions

  • businesses which are able to continue to operate during the lockdown because they do not depend on providing direct in-person services from their premises
  • businesses that have chosen to close, but have not been required to close by law as part of a national lockdown
  • businesses that are not the ratepayer
  • businesses that are in administration, are insolvent or where a striking off notice has been made are not eligible for this scheme

Any changes to the rating list (rateable value or to the hereditament) after the first full day of national restrictions and business closures regulations came into force including changes which have been backdated to this date, will be ignored for the purposes of eligibility.

Gosport Borough Council will not adjust, pay or recover grants where the rating list is subsequently amended retrospectively to the date that national restrictions began. In cases where it was factually clear to the Council on 5 January 2021 that the rating list was inaccurate on that date, the Council may withhold the grant and/or award the grant based on its view of who would have been entitled to the grant had the list been accurate. This is entirely at the discretion of Gosport Borough Council, and is only intended to prevent manifest errors. This discretion cannot and therefore will not be used if it was not factually clear to the Council on 5 November 2020 that the rating list was not accurate.

Privacy notice

Gosport Borough Council will process your personal information appropriately and legally in accordance with the relevant national legislation. The details you provide will be held in a secure system or database and will only be shared with other organisations where the law allows.

Gosport Borough Council is required to collect information from businesses receiving the Grant payments, and will be expected to account for how the funding has been spent. Grant recipients are advised that they may be contacted for research purposes, and that their data will be shared with the Department for Business, Energy and Industrial Strategy (BEIS) for research and evaluation purposes.

It is vitally important that Business, Energy and Industrial Strategy (BEIS) have this information centrally to allow Government to understand and evaluate how the provision is working. This is done for a number of different reasons, including:

  1. Accountability - to provide a clear and transparent basis for why this policy has been implemented, and its progress over time.
  2. Efficiency - ensuring that we are maximising the value delivered from this public spending and ensuring opportunities for analysis and learning for the future.
  3. Effectiveness - ensuring that policy makes a positive impact and understanding the context of when that happens.

We may be required by law to disclose your personal information without your consent for the purposes of protecting the council's legitimate interests (for example to recover debts that are owed to Gosport Borough Council), to fulfil a legal obligation (such as bringing empty properties back into use) or for the purposes of preventing or detecting crime/fraud or apprehending and prosecuting offenders (for example to the Police, the Cabinet Office or Department for Work and Pension or as part of the National Fraud Initiative) or where we have a statutory duty to do so.
