Mandatory-Supply of alcohol
Licensing Act 2003 Section 19 - Supply of alcohol Where a premises licence authorises the supply of alcohol, the licence must include the following conditions: that no supply of alcohol may be made under the premises licence - (a) at a time when there is no designated premises supervisor in respect of the premises licence, or (b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended. every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

Section 19A - Age Verification
Where the licence authorises supply of alcohol only for consumption OFF the premises. 1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. 2) The policy must require individuals who appear to the reponsible person under the age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date sof birth and a holographic mark.

Mandatory-Drinks Promotions
1.The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. 2. In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance or harm to children- (a) games or other activities which require or encourage, or are designed to require or encourage, individuals to- (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (whether within a time limit or otherwise); (b)provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act); (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less; (d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on- (i) the outcome of a race, competition of other event or process, or (ii) the likelihood of anything ocurring or not occurring; (e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner.

Mandatory-No dispensing into mouth
The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability)

Mandatory-Tap Water
The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.

Mandatory-Age Verification
(1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. (2)The policy must require individuals who appear to the responsible person to be under 18 years of age ( or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.

Mandatory-Alcohol measures
The responsible person shall ensure that- (a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i)beer or cider: 1/2 pint; (ii) gin, rum, vodka or whisky: 25ml or 35ml; and (iii) still wine in a glass: 125ml; and (b) customers are made aware of the availability of these measures.

Authorises supply of alcohol for consumption on the premises
(1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. (2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark. (3) The responsible person shall ensure that- (a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i) beer or cider: ? pint; (ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and (iii) still wine in a glass: 125 ml; and (b) customers are made aware of the availability of these measures.

Mandatory-Films
Films 1) Where a premises licence authorises the exhibition of films, the licence must include a condition requiring the admission of children to the exhibition of any film to be restricted in accordance with this section. (2) Where the film classification body is specified in the licence, unless subsection (3)(b) applies, admission of children must be restricted in accordance with any recommendation made by that body. (3) Where- (a) the film classification body is not specified in the licence, or (b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question, admission of children must be restricted in accordance with any recommendation made by that licensing authority. (4) In this section- "children" means persons aged under 18; and "film classification body" means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c.39) (authority to determine suitability of video works for classification).

General
The management will ensure that the maximum number of persons permitted to be admitted to the premises whilst in use for the use for the purpose of the above licence will not exceed Ballroom - 300 Theatre - 250 Georgian Suite - 100 Bury House Restaurant - 70 The above numbers are subject to an overall maximum capacity for Public Entertainment of not more than 500 as in our existing Premises Licence. Plus a maximum of 200 in the Car parks and grounds When regulated entertainment is provided no outside windows or doors are to be kept open, wedged open or kept open by an automatic or mechanical device, except for access and egress. The management committee will, through a written hiring agreement, require all hirers holding licensable activities to comply with the safety points relating to the management of premises. The committee will, as managers of the premises, endeavour to provide premises which are safe for public use (Where the committee is organising a function itself it will also comply with the points hirers would usually be expected to comply with). The Manager will draw the attention of hirers to these conditions and acquaint them with the location and use of the hall's emergency equipment, evacuation procedure and "In Case of Fire" instructions. The manager will also draw the attention of the hirers to the need to avoid the creation of public nuisance or disorderly and drunken behaviour. For all events hirers will be required to provide attendants to meet the requirements of the Licensing conditions and where appropriate the relevant guidelines and requirements contained in "The Event Safety Guide" published by the Health & Safety Executive will be adhered to. The Premises Supervisor and the Management committee will ensure that all restrictions and requirements of the respective authorities are adhered to. Contact telephone numbers for committee members will be available on the premises in case of difficulty.

Safety 1
MANAGEMENT To carry out a Fire Safety Risk Assessment annually, General Risk Assessment of the Premises every two years and record the results. Provide premises that are safe and free from fire hazards. Provide hirers with a copy of the Operating Schedule and Licensing conditions, including maximum capacities. Provide fire precautions as agreed with the fire authority in good working order. Keep a "Safety Log Book" and record in this checks made before events of fire exits, emergency lighting, presence of fire fighting equipment etc. The Management will ensure that for all events hirers are aware of the requirements of the licensing conditions and where appropriate the relevant guidelines are requirements contained in "The Event Safety Guide" published by the Health & Safety Executive. HIRER Ensure fire exits are not blocked by furniture or equipment. Ensure all escape routes are kept free from obstruction and can be safely used. That any fire doors are not wedged open. That exit signs and the emergency lighting supply illuminating exit signs and routes is turned on the whole time an event is in progress. That there are no obvious fire hazards on the premises. Provide, in addition to the hirer, a minimum of 2 competent attendants on duty on the premises to assist people entering and leaving, none of whom shall be less 18 years of age. If most of the audience is under 16, the number of attendants shall be not less than one per 50 children (or part thereof) present. All persons on duty shall have been instructed in their essential responsibilities in the event of fire or other emergencies, including attention to disabled persons, the location and use of the fire fighting equipment available, how to call the fire brigade and evacuation procedure. Ensure that the number of people on the premises at any time does not exceed 300 in the Ballroom, 250 in the Theatre, 100 in the Georgian Suite and 200 in the grounds.

Safety 2
Ensure the fire brigade is called to every outbreak of fire, however slight and that details are given to the Premises Supervisor. Ensure no performances are given which involve danger to the public. Shall not permit highly flammable substances to be brought into, or used in any portion of the premises. Shall not erect decorations of a combustible nature (eg polystyrene or cotton wool) without the consent of the management committee. Shall not use unauthorised heating appliances when the premises are open to the public without the advance consent of the management committee. Portable Liquid Petroleum Gas appliances shall not be used under any circumstances. For all events hirers will be required to provide attendants to meet the requirements of the licensing conditions and where appropriate the relevant guidelines and requirements contained in "The Event Safety Guide" published by the Health & Safety Executive will be implemented. For all major events where capacity numbers are antipated, admission will be by numbered tickets or monitored by numbering machine (s). These will be strictly controlled to ensure that numbers are not exceeded.

Nuisance
MANAGEMENT Shall appraise hirers of the licensing hours. Shall appraise hirers of the importance of avoiding creating a public nuisance when the premises are vacated. Shall post notices reminding users of the importance of leaving the premises quietly. When regulated entertainment is provided no outside windows or doors are to be kept open, wedged open or kept open by an automatic or mechanical device, except for access and egress. HIRER Shall not permit activities to extend beyond the licensing hours. Endeavour to ensure those leaving the premises at night do so quietly. Use any noise reduction equipment provided. For all events the management and hirers will be required to meet the requirements of the licensing conditions and where appropriate the relevant guidelines and requirements contained in "The Event Safety Guide" published by the Health & Safety Executive.

Children
MANAGEMENT Provide premises which are safe for the use of children as far as possible, in line with the Associations policy statement on safeguarding Children and Young People. All Charity Trustees, Committee Members and Staff undergo Criminal Record Bureau checks. HIRER No alcohol shall be supplied to those aged under 18, unless they are eating a meal, in which case no alcohol shall be supplied to those under 16. No children shall be allowed on the premises unless accompanied by and adult supervisor between the hours of midnight and 5 am. No illegal drugs shall be brought onto the premises. No gambling or entertainment of an adult or sexual nature shall be permitted. Adult supervisors shall be provided as per the fire safety figures given above. Bullying , shouting, physical violence, sexism and racism towards children shall not be permitted. The premises are used by an Ofsted registered Preschool for which appropriate safety standards are maintained. For all events the management and hirers will be required to meet the requirements of the licensing conditions and where appropriate the relevant guidelines and requirements regarding children contained in The event Safety guide published by the Health & Safety Executive.
