Mandatory-Supply of alcohol
Licensing Act 2003 Section 19 - Supply of alcohol Where a premises licence authorises the supply of alcohol, the licence must include the following conditions: that no supply of alcohol may be made under the premises licence - (a) at a time when there is no designated premises supervisor in respect of the premises licence, or (b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended. every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

Mandatory-Drinks Promotions
(1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises- (a) games or other activities which require or encourage, or are designed to require or encourage, individuals to- (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (whether within a time limit or otherwise); (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries a significant risk of undermining a licensing objective; (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner which carries a significant risk of undermining a licensing objective; (d) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner; (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of disability).

Mandatory-Tap Water
The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.

Mandatory-Age Verification
(1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol. (2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy. (3) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either- (a) a holographic mark, or (b) an ultraviolet feature.

Mandatory-Alcohol measures
The responsible person must ensure that- (a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i) beer or cider: ? pint; (ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and (iii) still wine in a glass: 125 ml; (b) these measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and (c) where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available."

Mandatory - Condition Permitted Price
Alcohol minimum permitted price - from 6 April 2014 - on and off sales/supply 1 A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price. 2 For the purposes of the condition set out in paragraph 1 - (a) "duty" is to be construed in accordance with the Alcoholic Liquor Duties Act 1979; (b) "permitted price" is the price found by applying the formula - P = D + (D x V) where- (i) P is the permitted price, (ii) D is the rate of duty chargeable in relation to the alcohol as if the duty were charged on the date of the sale or supply of the alcohol, and (iii) V is the rate of value added tax chargeable in relation to the alcohol as if the value added tax were charged on the date of the sale or supply of the alcohol; (c) "relevant person" means, in relation to premises in respect of which there is in force a premises licence - (i) the holder of the premises licence, (ii) the designated premises supervisor (if any) in respect of such a licence, or (iii) the personal licence holder who makes or authorises a supply of alcohol under such a licence; (d) "relevant person" means, in relation to premises in respect of which there is in force a club premises certificate, any member or officer of the club present on the premises in a capacity which enables the member or officer to prevent the supply in question; and (e) "valued added tax" means value added tax charged in accordance with the Value Added Tax Act 1994. 3 Where the permitted price given by Paragraph (b) of paragraph 2 would (apart from this paragraph) not be a whole number of pennies, the price given by that sub-paragraph shall be taken to be the price actually given by that sub-paragraph rounded up to the nearest penny. 4 (1) Sub-paragraph (2) applies where the permitted price given by Paragraph (b) of paragraph 2 on a day ("the first day") would be different from the permitted price on the next day ("the second day") as a result of a change to the rate of duty or value added tax. (2) The permitted price which would apply on the first day applies to sales or supplies of alcohol which take place before the expiry of the period of 14 days beginning on the second day.

Crime - SIA
SIA licensed door supervisors will be employed by a recognised security company to provide event security. Event security will be posted on exists and will make sure customers do not leave the site with alcohol.

Crime - bag search
SIA licensed staff will carry out bag searches, pat downs and outer garment checks, to ensure no dangerous weapons, alcohol or drugs are brought into the event.

Crime - Security Plan
A security plan will be drawn up and must be agreed by Police a minimum of 30 days prior to the event. This will include the numbers of SIA staff and stewards to be used, name and badge details, their locations, roles and times of working, ejection and searching policy.

A professional medical team will be contracted for the event.

Safety - Tickets
Tickets will be purchased either in advance or on the gate. Each ticket will be barcoded and ticket sales will be monitored so that the numbers of patrons does not exceed 4500. An allowance of 500 will be taken into account to cover event staff, security, food vendors, fairground staff and artists performing. A record will be made of all staff on site to ensure this number is not exceeded.

Safety - Clicker
The event will have one entry point to confirm numbers in. That way it may be easier to manage the capacity and also to ensure trouble makers or ejected people are restricted entry.

Safety - Glass
No glassware including bottles shall be provided to customers. All alcohol in glass bottles shall be decanted into suitable drinking vessels such as polycarbonate, plastic or other unbreakable material.

Safety - boundaries
There shall be a fence around the full perimeter of the licensable area to prevent illegal entry. The exception to this shall be entry and exit points which shall be managed by SIA security staff.

General health and safety will be covered by a professional and qualified health and safety contractor throughout the events open dates. A qualified health and safety officer will be on site at all times when open to the public.

The event licensee will ensure that the event has a minimum of #10 million in Public Liaibility Insurance to cover all activities proposed by the event.

The event organiser shall submit to the Gosport Safety Advisory Group a detailed Event Management Plan, including the event's security management plan not less than 90 days prior to the commencement of the event.

Large groups of under 18's and over 12's will be discouraged by gate staff from entering the event unaccompanied.

Noise monitoring will be undertaken by an independent acoustician and a record kept for inspection.

Nuisance - MNL
The Music Noise Level (MNL) should comply with the Code of Practice on Environmental Noise Control at Concerts (3.1 Table 1) or not exceed levels agreed by the LA and SAG committee. For this licence up to 3 concert days per calendar year in an urban venue, the MNL should not exceed 65dB(A) over a 15 minute period measured at 1 metre from the facade of any noise sensitive premises.

Nuisance - Noise
The Licence Holder shall exercise effective control, as determined by the LA / SAG Committee, over the noise generated by fairground attractions or traders on site where amplified music is being played or other noise generated.

Nuisance - Advertise noise complaints number
The Premises Licence Holder should ensure that they advertise and operate an attended complaint telephone number through which noise complaints can be channelled. This will enable an immediate response to the complainants to be given and the noise consultant to judge whether or not any adjustment to the music noise level is needed.

Nuisance - Qualified Noise Consultant
Noise levels will be measured by a suitably qualified noise consultant throughout the event to ensure that noise limits are maintained.

All amplified music from the stage and any traders or fairground attractions will cease at 23:00.

Each bar shall have a nominated Personal Licence Holder linked to the bar and this person should make regular checks at their nominated bar.

There shall be a minimum of two Personal Licence Holders on site whilst alcohol sales are taking place.

Children - Personal Licence Holder
When a licensable activity is taking place and a Personal Licence Holder is not present at each bar, a responsible person aged over 18 shall be present who has written authorisation from the DPS to sell alcohol. This person shall be trained in licensing matters and be competent to deal with all licensing issues that may arise at the bar. This person's training shall be documented and made available to the Police and other responsible authorities upon request.

Children - Training
The premises licence holder will ensure that a training package is in place in order for all staff involved with the sale of alcohol to be sufficiently trained in licensing matters proportionate to their role and responsibilities. This training shall include the refusal of service to drunks, age verification and child sexual exploitation. Records shall be kept of this training, dated and signed by the staff member and trainer and to be available for inspection by the Police and other responsible authorities. A written record shall be retained at each bar to show the staff that have been authorised to sell alcohol. This shall be made available to the Police and other responsible authorities on request.

Wristbands will be offered to all adults with young children. These wristbands will allow adults contact details to be entered so that if needed they can be contacted.

Children under the age of 18 shall not be permitted to enter the event unaccompanied by an adult after 19:00. There shall be adequate controls in place including staff training and dedicated welfare staff to safeguard against the sale of alcohol to persons under the age of 18.
