Mandatory-Drinks Promotions
1.The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. 2. In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance or harm to children- (a) games or other activities which require or encourage, or are designed to require or encourage, individuals to- (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (whether within a time limit or otherwise); (b)provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act); (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less; (d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on- (i) the outcome of a race, competition of other event or process, or (ii) the likelihood of anything occurring or not occurring; (e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner.

Mandatory-No dispensing into mouth
The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability)

The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.

Mandatory-Section 19A - Age Verification
Where the licence authorises supply of alcohol only for consumption OFF the premises. 1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. 2) The policy must require individuals who appear to the reponsible person under the age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date sof birth and a holographic mark.

Mandatory-Authorises supply of alcohol
(1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. (2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark. (3) The responsible person shall ensure that- (a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures- (i) beer or cider: ? pint; (ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and (iii) still wine in a glass: 125 ml; and (b) customers are made aware of the availability of these measures.

Mandatory-Films
Films 1) Where a premises licence authorises the exhibition of films, the licence must include a condition requiring the admission of children to the exhibition of any film to be restricted in accordance with this section. (2) Where the film classification body is specified in the licence, unless subsection (3)(b) applies, admission of children must be restricted in accordance with any recommendation made by that body. (3) Where- (a) the film classification body is not specified in the licence, or (b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question, admission of children must be restricted in accordance with any recommendation made by that licensing authority. (4) In this section- "children" means persons aged under 18; and "film classification body" means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c.39) (authority to determine suitability of video works for classification).

Mandatory-Door Supervision
Door Supervision (1) Where a premises licence includes a condition that at specified times one or more individuals must be at the premises to carry out a security activity, the licence must include a condition that each such individual must be licensed by the Security Industry Authority. (2) But nothing in subsection (1) requires such a condition to be imposed - (a) in respect of premises within paragraph 8(3)(a) of Schedule 2 to the Private Security Industry Act 2001 (c.12) (premises with premises licences authorising plays or films), or (b) in respect of premises in relation to- (i) any occasion mentioned in paragraph 8(3)(b) or (c) of that Schedule (premises being used exclusively by club with club premises certificate, under a temporary event notice authorising plays or films or under a gaming licence), or (ii)any occasion within paragraph 8(3)(d) of that Schedule (occasions prescribed by regulations under that Act). (3) For the purposes of this section- (a) "security activity" means an activity to which paragraph 2(1)(a) of that Schedule applies, and (b) paragraph 8(5) of that Schedule (interpretation of references to an occasion) applies as it applies in relation to paragraph 8 of that Schedule.

Crime-general
GENERAL Off sales are limited to Pre-Booked Function Room Events where the customer has pre - purchased a quantity of wine, not all of which is consumed at the event and the surplus only is to be made available to the customer for collection. A Refusals Book shall be used and will be maintained and kept on site. The Refusals Book shall be produced upon request to the Police or Local Authority Officers. CCTV A Recordable CCTV system shall be installed at the premises to a standard and format agreed by the Police as being acceptable for evidential use if required. The CCTV system must be capable of recording the outside areas of the premises including inside and must be retained for a minimum of 31 days. The recordings must be made available to Police and Local Authority officers with the facility to provide copies on any Windows based format on demand. Any recordings required by Police or Local Authority Officers must be made available on request. A staff member from the venue who is conversant with the operation of the CCTV system must be on the premises at all times that the venue is open to the public. This staff member must immediately be able to show Police or Local Authority officers relevant images stored and provide such evidence as and when required. SIA REGISTERED DOOR SUPERVISORS For ALL planned functions and shall include Boxing & Wrestling events. Two SIA registered Door Supervisors shall be on duty from the start time of each event for the first 100 customers. Then one additional SIA registered Door Supervisors thereafter for each 100 or part thereof and are to remain on duty for 15 minutes after closure of the premises. The SIA Registered Door Supervisors shall see that customers leave the area quietly and discourage disorderly or rowdy behaviour. The SIA Registered Door Supervisors shall wear high visibility clothing clearly marked to show they are SIA Registered Door Supervisors. All SIA Registered Door Supervisors shall display their SIA door supervisor badges so that they are visible on a prominent place on the outside of the garment being worn. All SIA Registered Door Supervisor staff on duty on the premises must sign any relevant log book and include their full details. OUTSIDE AREAS No drinks or containers shall be taken from the premises by customers at any time. OUTSIDE SMOKING AREA During functions the designated Outside Smoking Area shall not be occupied by more than 20 customers at any one time. A tagging system approved by the Police and the Local Authority shall be operated and monitored by an SIA Registered Door Supervisor member of staff who will control those customers wishing to smoke in the designated Outside Smoking Area. Suitable Signage shall be displayed requesting smokers to use the facility quietly and to respect the privacy of local residents. DESIGNATED PREMISES SUPERVISOR When the Designated Premises Supervisor is absent from the premises. A written and signed authority for the sale of alcohol shall be present on the premises. The written authority must be current, dated and available on request to Police and Authorised Local Authority Officers. The Premises Licence Holder and or the Designated Premises Supervisor must be a member of any Local Trade Association and abide by its rules and regulations. PERSONAL LICENCE HOLDER At all planned functions a Personal Licence Holder shall at all times be on duty and present on the premises to authorise all sales of alcohol. This supports recommended Best Practice in preventing the sale of alcohol to persons under the age of 18.

Crime- general
DRUGS The male and female toilets sited in the premises shall be checked to deter drugs misuse and associated behaviour. These checks should be carried out at both regular and irregular intervals. Appropriate Signage shall be placed in the premises to promote drugs awareness. The premises licence holder and all staff must allow unlimited access to all areas of the premises including private areas during all reasonable times when licensable activities are taking place on the premises for the purposes of drug swab testing to take place. This will promote all four Licensing Objectives. RADIOS There must be two radios on the premises that are connected to the Town Centre Radio Link network. The radios must be maintained in good working order and be fully operational during the hours when the premises are being used for licensable activities. A minimum of two radios are to be used at the premises.

Nuisance
REGULATED ENTERTAINMENT All live music whether amplified or not and all recorded music and amplified music shall cease at 00.00 hours (midnight). "Amplified music" shall include recorded music and radios, jukeboxes, CD players record decks disco equipment and any similar equipment for making or reproducing music musical instruments through the use of an amplifier amplified voices through the use of a microphone and amplifier and any public address system. The term "amplified music" shall also include the playing of any acoustic instrument where its output is enhanced using any amplifier or microphone and amplifier. Any loudspeakers and amplification system shall be positioned so as to direct sound down towards the floor and shall be facing away from the nearest noise sensitive premises. All music to be turned down to a reasonable level at 23:30 hours each day. During regulated entertainment all windows and doors (except for Entry and Exit including smokers) to remain closed from 22:00 hours each day to prevent noise nuisance to local residents. SIGNS Suitable Signage to be placed in prominent positions at exits asking patrons to leave the premises and surrounding area quietly. SMOKING AND SMOKERS All entry and exit doors, including any doors to smoking areas or smoking shelters, shall be fitted with self-closing devices which shall be suitably adjusted so as not to cause disturbance to residents of the area. The number of smokers and customers allowed to be outside the premises shall be controlled so that no more than a total of 20 customers, members or patrons are allowed outside the premises at any time that the premises are open for business or trade. Smoking outside the premises shall be monitored by staff at all times that the premises are open for business or trade to ensure noise levels from customers are kept to a minimum to limit disturbance to residents of the area. At all times that the premises are open for business or trade smokers shall be discouraged from smoking directly outside or beneath the windows of neighbouring dwellings to minimise the risk of cigarette and tobacco smoke entering dwellings and to prevent disturbance to residents. LITTER At all times that the premises are open for business or trade suitable arrangements shall be made to keep the frontage of the premises and the surrounding highway area in front of the premises, including the footpath, clean and clear of litter and cigarette litter. DISTURBANCE TO RESIDENTS In order to prevent disturbance to residents of the area bottles and glass or any other recyclable materials shall only be placed in any external bulk storage bins between 07.00 hours and 21.00 hours daily from Monday to Saturday and only between 08.00 hours and 14.00 hours on Sundays. In order to prevent disturbance to residents of the area external waste and refuse storage bins shall be used quietly at all times and shall not be used after 23.00 hours or before 07.00 hours on any day.

Children
CHILDREN The premises licence holder shall adopt the Hampshire Constabulary Challenge 21 scheme (as a minimum) and promote the use of PASS approved ID a UK photo driving licence and passport as the only acceptable identification. Signage should be placed in prominent positions within the premises to promote Challenge 21. In order to effectively operate the Challenge 21 scheme all staff including, the Designated Premises Supervisor, are required to read and interpret formal photographic identification of customers. All Staff shall receive regular training (at least every 6 months) and the Designated Premises Supervisor shall keep written records of the training and any refresher training undertaken by staff. 'Challenge 21' and other deterrent Signage must be displayed on the premises. No staff under the age of 18 shall sell alcohol on the premises. All Children under the age of 18 shall be accompanied by an appropriate adult (parent or legal guardian). The premises licence holder will use (if appropriate) wristbands or stamps to identify all persons on the premises who are under 18 years of age.
