Licensing Act 2003 Section 19 - Supply of alcohol Where a premises licence authorises the supply of alcohol, the licence must include the following conditions: that no supply of alcohol may be made under the premises licence - (a) at a time when there is no designated premises supervisor in respect of the premises licence, or (b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended. every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

Crime-Operating Schedule
General An Event Safety Group will be established for each event, made up of representatives of Hampshire Police, Environmental Health, Highways and Traffic Management, Hampshire Fire & Rescue, St. Johns Ambulance and/or Hampshire Ambulance Service, Event Organisers, Event manager and Security representative. The Events Safety Group will conduct a full risk assessment of the event, its impact on the community and all persons participating in, or associated with the event and its activities, and produce an Event Management Plan. The agreed Event Management Plan which addresses all four Licensing Objectives shall be acted upon and carried out in each case, both for Borough operated and sponsored events and also for third party events. No Sale of Alcohol No alcohol sales will be made under the terms of this License application. Third Party Events In the case of a Third Party using the premises, the Head of Parks and Service Facilities will enter into a contractual arrangement via written confirmation of the booking and associated attached terms and conditions of hire form upon which the proposed event is based. The contractual agreement must be signed by both parties and be in place at least 28 days in advance of the date of the event before approval is given for the Third Party?s use of the premises and lands.

Crime-Operating Schedule
The Event Management Plan is formulated to specifically address the issues surrounding Crime and Disorder. All events are required to identify and provide an adequate level of stewardship and S.I.A. badged Security Staff to work in the pre-designated and defined areas of the event
SAFETY
Safety-Operating Schedule
Council Music Events As described above with the additional independent safety checks made to all structures constructed on site and to perimeter security fencing. The provision of an adequate number of signed designated Emergency Exits is incorporated into the Site plan. First Aid provision is provided on site where it is deemed necessary and a full evacuation procedure is prepared and briefed to Security Staff and Stewards. Third Party Events At least 14 days in advance of the event, the Third Party operator will have in place a full Event Management Plan approved by the Head of Parks and Service Facilities. The Third Party must also carry a minimum of #5 million Public Liability Insurance which will indemnify Gosport Borough Council against all Public Liability Risks in connection with the use of the premises and land.
NUISANCE
Nuisance-Operating Schedule
Council Music Events All music events are closed at 2100 hours. Live music is not to be amplified at this location. Events are fully supervised by S.I.A. Security Staff. Where appropriate, on site and nearby noise monitoring is undertaken to minimise the nuisance to residents living close to the venue. Amplified voice and music volume sound levels set out in the Event Management Plan will be adhered to.
CHILDREN
Children-Operating Schedule
A specific part of the Event Management Plan fully explores and identifies the potential of harm to children. The necessary monitoring activities and procedures are put in place to address the issues identified.
