1. The need for Planning Permission
If you would like to find out whether your proposal requires planning permission, you may visit the Planning Portal: Interactive House, where you will be able to make a self assessment. However, you are advised to check with us whether there are any local constraints such as Conservation Areas or Listed Buildings which would affect your proposal, or restrictions on permitted development rights imposed on the original permission for your property.
To ensure all relevant details are considered a form is available on request from the Development Control Section (Tel 023 9254 5408) or can be downloaded (PDF form), completed and returned by post to Head of Development Control, Town Hall, High Street, Gosport PO12 1EB
2. Informal Opinions on Proposals – Pre-application Enquiries
We are able to provide informal advice on proposals prior to submission of a formal application. Scaled drawings and other relevant supporting information from the local list and a draft Design and Access Statement, should be included with your submission, where appropriate. The level of information provided as part of your enquiry, will determine how detailed our response can be and needs to be sufficient to enable consultations to take place with internal and external bodies. Please go the following link for advice on the policies contained within the Gosport Borough Local Plan Review under which your proposal will be considered.
On receipt of your enquiry we will write to you and give a target date for response (usually 28 days). By the target date we will aim to provide you with a written response or, if you would prefer, meet with you to provide advice verbally.
On some sites there may be issues which need to be addressed before your proposal can be considered acceptable and it is in your interests to resolve these issues at the pre-application stage. The following are the most common reasons for delay in determining planning applications:

Open Space Contributions are required by means of a legal agreement where there is a net gain in residential units. The agreement is made by the legal owner of the land and we require it to be ready for signature within 8 weeks of the date of submission of the application or the date of the Regulatory Board at which the related application is to be considered. Transport Contributions are required by means of a legal agreement where there is a net gain of a residential unit or floor space. The agreement is made by the legal owner of the land and we require it to be ready for signature within 8 weeks of the date of submission of the application or the date of the Regulatory Board at which the related application is to be considered. Education Contributions may be required where there is a net gain of 10 or more residential units. Hampshire County Council, the local education authority, will determine if a contribution is required. A series of documents from Gosport's Local List will be required to register applications from 6 April 2008. A summary of the requirements can be viewed by clicking here. Further information about the documents listed across the spreadsheet can be viewed by clicking on the name of the document. The application forms listed in the left hand column link to the national and local requirements for each application form. The red cells indicate that the document must be submitted with that application and the information in the cell gives the policy basis for the requirement. The yellow cells indicate that submission is conditional on the criteria listed within the cell with the policy justification

Contaminated Land will require remediation. Please contact The Environment Agency or the Council's Environmental Health Section for further advice.

Flood Risk Assessments may be required. A Strategic Flood Risk Assessment has been prepared and can be viewed. Please contact The Environment Agency for further advice.

Affordable Housing will be required for schemes of 15 or more residential units at 40% of the total no of units dispersed through the site.

An Appropriate Assessment may be required where there are national and international nature conservation interests. Please contact Natural England for further advice
