Assessing the Impact of the Harbour Authorities LDF Proposals on the Strategic Highway Network (Peter Brett Associates, 2009)
In order to meet the tests of "soundness" local authorities must demonstrate that development proposals as set out in their Core Strategies are capable of being delivered, and not having an unacceptable impact on the Strategic Road Network (SRN).
In order to meet this requirement, and given the prevalence of cross-boundary travel movements within the area, Gosport, Fareham, Havant and Portsmouth Councils made the decision to work in partnership and duly commissioned Peter Brett Associates (PBA) to undertake a study into the impacts of development as identified in their emerging LDF's on the SRN. In addition, Hampshire County Council (the Local Highway Authority) and the Highways Agency provided guidance throughout the progress of the study. The study and its appendices provide details on the impact of the LDF development proposals. The final report was issued in August 2009.
