This is a true pro-active service, which evolved from a Government initiative requiring all Councils to reduce domestic energy consumption. The Home Energy Conservation Act (HECA) came into force in England on 1 April 1996 and set an obligation on Local Authorities to reduce energy usage and CO2 emissions in their domestic property areas by 30% over a 10 - 15 year period to help combat climate change. The Council's Energy Efficiency strategy may be found below.

 

 

 

The service essentially provides advice and targeted aid whilst constantly trying to raise the profile of energy efficiency amongst the general public. Government schemes such as 'Warm Front' are actively promoted to help the less well-off keep warm and save money with insulation and in some cases partial central heating grants.  The Warm Front Scheme essentially targets grant aid in an attempt to reduce fuel poverty; this is the situation when a person spends more than 10% of their available income on heating. HELP WITH ENERGY EFFICIENCY

 

There are a number of Government backed schemes available to help install energy saving measures in the home with some form of support available for nearly all categories of household, regardless of income (terms apply). However, those residents in social housing should contact their landlord.

The Energy Efficiency Advice Centre (EEAC) which is based in The Environment Centre (tEC) in Southamptonis a registered charity and part-funded by The Energy Saving Trust (EST).  Fully trained advisors are available to offer FREE and impartial advice on energy saving measures, grants and discounts and renewable energy.  Telephone FREE 0800 512 012, email sole@eeac.net or visit www.environmentcentre.com

The Carbon Trust helps the business and the public sector’s cut carbon emissions, and supports the development of low carbon technologies. In some cases, they may be able to offer FREE help (terms apply). Energywatch was set up by the Government to protect and promote the interests of gas and electricity consumers in Britain.  They are a totally independent organisation, working to inform, advice and act on behalf of gas and electricity consumers. Cavity Insulation Guarantee Agency (CIGA) provides independent 25 year guarantees for cavity wall insulation fitted by registered installers.  It is governed by a council of recognised bodies and is supported by relevant trade associations and government departments.  CIGA identifies how and when the guarantee will be awarded and what is covered under it.  For further information telephone 01525 853300 or email info@ciga.uk or visit http://www.ciga.co.uk/

Renewable Energy

  

Renewable sources of energy, such as the wind and sun, do not contribute to climate change and will not run out, offering a more sustainable option for future energy supply.  Governments worldwide are committed to increase the use of renewable sources and as such a number of grants are available. 

 

The DTI's (Department of Trade and Industry) UK-wide Low Carbon Buildings Programme provides grants for micro-generation technologies for householders, community organisations, schools, the public sector and businesses.

 

The technologies include:

 

  • Solar photovoltaics

  • Wind Turbines

  • Small hydro

  • Solar thermal hot water

  • Ground source heat pumps

  • Water/air source heat pumps

  • Bio-energy

  • Renewable CHP (combined heat and power)

  • MicroCHP

  • Fuel cells

The National Energy Foundation (NEF) provides information to individuals, businesses and communities relating to reducing carbon emissions through energy efficiency and use of sustainable energy sources.  They may provide information on solar energy systems, wind turbines, bio-energy and heat pumps.
