Our aim at Gosport Borough Council is to improve energy effeciency within homes in the borough. Inefficient homes waste energy and money, can affect health and need increased maintenance.

Energy Efficiency in the Community


This is a true pro-active service, which evolved from a Government initiative requiring all Councils to reduce domestic energy consumption. The Home Energy Conservation Act (HECA) came into force in England on 1 April 1996 and set an obligation on Local Authorities to reduce energy usage and CO2 emissions in their domestic property areas by 30% over a 10 - 15 year period to help combat climate change. The service essentially provides advice and targeted aid whilst constantly trying to raise the profile of energy efficiency amongst the general public. Government schemes such as 'Warm Front' are actively promoted to help the less well-off keep warm and save money with insulation and in some cases partial central heating grants.  The Warm Front Scheme essentially targets grant aid in an attempt to reduce fuel poverty; this is the situation when a person spends more than 10% of their available income on heating.
