Business Plan
In the Housing Strategy update in 2000, the Council set out its timetable for the production of new and revised strategies for the years to come. The Housing Strategy for 2002/05 has been prepared to reflect the changing and challenging environment that housing is working within and the work that the Council is planning to carry out is reflected in the new strategy.
 
This HRA Business Plan has been developed in tandem with the Housing Strategy 2002/05, but with a clear recognition of the difference between the two documents, and more importantly, their requirements and uses. Although the Business Plan covers a broad range of housing related issues, they are particularly relevant to the use and development of the HRA. However, it is clear that the detail within the Business Plan must reflect the overall strategy and contribute to the development and delivery of that strategy.
 
The external environment within which we operate, and in particular, the future as outlined within the Housing Policy statement "The Way Forward for Housing" has also been considered in the development of the Plan.
 
To this extent, the Business Planning exercise has considered several issues that are covered largely within the Housing Strategy update and its attachments, such as *Community Strategy, *Repairs and Maintenance Strategy, etc. Given that these are areas both inside and outside the HRA, it is right that these are more fully developed within the greater Housing Strategy with cognisance being taken of them and their potential costs and benefits, within the HRA plan.
 
However, where more global issues affect resources substantially or totally within the HRA Business Plan, then they are to be found in detail within the plan, and the strategy has been developed using the plan as a base model. Rent restructuring, in particular is a key issue and is covered substantially.
 
The diagram above demonstrates the linkages between the different strategies and how they link with the Capital Strategy. It also puts the Business Plan into context.
