Housing Services Business Plan 2002/2032

Gosport Borough Council has taken an evolutionary approach to the development of this latest Business Plan for the Housing Revenue Account. Following on from the Shadow Plan that was prepared last year, the Council has sought to use the information that was prepared last year as the foundations for this year.

 

However, it has also gone some way to recognising the weaknesses that were apparent in the Shadow Plan, most obviously, the treatment of the whole stock together. For this Plan, we have started to develop the plan to better illustrate the different characteristics of the stock and their expenditure profiles. Although there is more work to be carried out on data collection in the future, we see this as a useful starting place.

 

Although last years plan was compiled against the Vision for Gosport and the Corporate Strategy to achieve that vision, the development of the new Housing Strategy for 2002/05, carried out in tandem with the Business Plan process, has allowed greater links to be developed. These links have been taken a step further with many other corporate and crosscutting strategies influencing the Business Plan. Throughout this document you will see this symbol *, which shows that there is another document in the Housing Strategy submission, providing you with further information on that subject.

 

Since last years Plan was completed, the Council has completed a full appraisal of the options available to it for the future management of the stock (see background paper: Options Appraisal *). This was identified as a key issue in last years Housing Strategy. This work has also allowed the Council to further develop the sensitivity and scenario planning that it introduced in last years Business Plan.

 

Finally, the Council has already started to consider the developments that it will seek to introduce into the following years. This is key to ensuring that future information and data collection is carried out in such a way as to make the dis-aggregation of data easier in future. This will enable Gosport to investigate the potential for building up a hierarchy of Business Plans that allow greater scenario planning to occur, to enable the Council to make better, more informed decisions in its future planning.
