Special
category electors are those that need to register by declaration, or those that
can choose to register by declaration. Generally declarations last for twelve
months and must then be renewed. Special category electors include:
Overseas Electors
When
moving abroad to live, a person can choose to register as an overseas elector
in respect of the address at which they were last registered as an elector
before leaving the United Kingdom. The maximum period that a person may
register as an overseas elector is 15 years and declarations must be renewed
annually. An overseas elector is entitled to vote at parliamentary or European
parliamentary elections only.
Service Voters
Members
of HM Forces can choose whether to register as service voters or as civilian
voters. If they choose to register as a service voter, declarations remain
valid for a period of three years. The
same applies to the spouse of a service person. Registration as a service voter
requires completion of a declaration. Declarations are available from The

Crown Servant
The
declaration for registration as a Crown Servant.
The
notes on the declaration explain who is eligible to register as a Crown
Servant. A Crown Servant would usually complete a declaration if moving out of
the United Kingdom to work.
