Environmental Health services across Hampshire and the Isle of Wight have for many years undertaken regular comparison exercises in order to share best practice and raise standards. Services of most Councils were self-assessed annually against an agreed standard known as the Quality Matrix. Information on how the system worked is available
here. Matrices were devised for most aspects of our work and updated every April. This system is currently undergoing changes (see below).

Review of Benchmarking Arrangements Across Hampshire and Isle of Wight : During 2008 the Environmental Health Managers' Group for Hampshire and Isle of Wight undertook a review of benchmarking processes and concluded that the Quality Matrices should be replaced. The new arrangements were agreed in May 2009 and will comprise three elements, namely -

Work is already under way on Service Profiling.
It has been decided to apply the Food Standards Agency's Focused Audit protocols for food safety in 2009/10. The Health and Safety Executive's performance monitoring and auditing tool will be applied to health and safety work when it is published. The experience of both processes will then inform the development of Service Delivery Assessment systems for all environmental health disciplines.
Peer Review is an established national process which provides a high level overview of the service, either as a whole or by separate teams or disciplines. This will be developed with the option that external review components may be optional.
The full three-stage process is expected to take a few years to be fully operational.
