COMPLAINTS ABOUT COUNCILLORS

Local Investigations

From May 2008, it is up to the Borough Council’s Standards and Governance Committee to refer to the Monitoring Officer any complaint that a member has breached the Code of Conduct, which is available in the Council's Constitution.

If you want to complain about the conduct of a member of Gosport Borough Council, you must submit your complaint form electronically, as directed below, or through the post to:

Complaints will be referred to the Assessment Sub-Committee. The Sub-Committee can only deal with complaints about the behaviour of a member. It will not deal with complaints about things that are not covered by the members’ Code of Conduct. If you make a complaint to the Assessment Sub-Committee it must be about why you think a member has not followed the Code of Conduct.

The Standards Board for England assists local authorities with local determination work by providing support and guidance, as well as investigating cases which it is inappropriate for authorities to deal with themselves. Until May 2008 the Standards Board had themselves conducted investigations into breaches of the Member Code of Conduct, but now they will only investigate cases that have been referred to them by a local authority if it would be difficult for the authority to deal with the case fairly and speedily.

The Standards Board for England has published a useful and concise leaflet for members of the public called, "Making a Complaint", which is available from the Town Hall reception or by clicking on the link below.
