12 | MARINE PARADE AREA OF SPECIAL CHARACTER SUPPLEMENTARY PLANNING DOCUMENT |

Consideration was given to a report of the Development Services Manager which presented to Members a draft Supplementary Planning Document (SPD) for the Marine Parade Area of Special Character and which also sought authorisation to carry out consultation on this document. |
| |
The preparation of a Supplementary Planning Document for the Marine Parade Area of Special Character would provide more up to date and detailed guidance to control development in line with Policy R/DP10 in the adopted Gosport Borough Local Plan Review. |

Members congratulated officers on a comprehensive report. |

RESOLVED: That the Marine Parade Area of Special Character Supplementary Planning Document be approved for public consultation. |

13 | GOSPORT HIGH ST AND BURY RD CONSERVATION AREA APPRAISAL DOCUMENTS |

Consideration was given to a report of the Development Services Manager which presented to the Sub-Board the final versions of the Gosport High Street and Bury Road Conservation Area Appraisals following public consultation on draft versions. |

It was important that planning decisions were fully informed by Conservation Area Appraisals so that the area’s special interest and character would be preserved whilst enabling appropriate development to take place. The public consultation exercise would enhance their status as background documents for Development Control Purposes and policy formulation. |

RESOLVED: That the High Street and Bury Road Conservation Area Appraisals be approved as supporting documents to inform Development Control decisions, policies and proposals in the Local Development Framework. |

14 | DRAFT CONSERVATION AREA APPRAISALS: HARDWAY, ROWNER, STOKE RD AND HASLAR |

Consideration was given to a report of the Development Services Manager which presented to the Sub-Board the following Draft Conservation Area Appraisals: |

It was important that any decisions taken on the future of the Borough’s Conservation Area were fully informed by the information contained in the Conservation Area Appraisals so that the areas ‘special interest and character’ would be preserved whilst enabling appropriate development to take place. |

With regard to the Hardway Appraisal, officers explained that the Conservation Area Boundary followed principally the historic settlement along the harbour frontage and also included an isolated segment around St. Thomas’s Road as well as the connecting road of Chapel Street. This boundary facilitated the inclusion of the majority of landmark buildings and buildings of historic and/or architectural interest. |

With regard to the Rowner Appraisal, officers clarified the protection that the Council possessed over trees under Preservation Orders (TPOs) and in conservation areas, as well as the possibilities of enforcement in cases of illegal removal. |

It was felt that an Addendum might be necessary on the Rowner Conservation Area map to clarify any possible modifications. |
| |
With regard to the Haslar Appraisal, officers confirmed that the remaining two guard houses and gardens in the Victorian Gunboat Yard were still the property of the MOD. Members were advised that the remaining gunboat yards were historic and that there was a distinct possibility that Isambard Kingdom Brunel had been involved with the development and erection of the facility, confirmation of this fact would be of great historical significant. |

Officers confirmed that the Nursing Sisters Quarters were still in use, and that sections of the Zymotic Hospital were currently boarded up. Members were also informed that there was a large quantity of human remains buried in the Western Paddock area of the complex. |
