A MEETING OF THE GRANTS SUB-BOARD
WAS HELD ON 28 MAY 2003
The Mayor (ex-officio), Chairman of the Policy and Organisation Board (Councillor Cully) (ex-officio), Councillors Mrs Angus (P), Francis (P), Hayward (P), Mrs Salter (P), Taylor (P) and Wright (P).
1. APOLOGIES
An apology for inability to attend was submitted on behalf of the Chairman of the Policy and Organisation Board (Councillor Cully).
2. ELECTION OF CHAIRMAN AND VICE-CHAIRMAN
RESOLVED: That Councillors Mrs Angus and Wright be elected Chairman and Vice-Chairman of the Sub-Board for the 2003/2004 Municipal Year.
3. MINUTES
RESOLVED: That the Minutes of the meeting of the Sub-Board held on 26 February 2003 be approved and signed by the Chairman as a true and correct record.
4. REVISED GRANT APPLICATION FORM
The Sub-Board considered further drafts of a new grant application form and information/guidance sheet. A number of further amendments and improvements were identified and officers were requested to incorporate these.
RESOLVED: That the amendments identified be incorporated within the Grant Application Form and guidance notes.
5. EXCLUSION OF THE PUBLIC
RESOLVED: That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the undernoted items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 7 of Part I of Schedule 12A of the Act.
6. REPORT OF THE FINANCIAL SERVICES MANAGER AND THE LEISURE AND AMENITIES SERVICES MANAGER: REVENUE GRANT AID APPLICATIONS
Consideration was given to the exempt joint report of the Financial Services Manager and Leisure and Amenities Services Manager (a copy of which is inserted in the Minute Book as Appendix 'A') concerning a number of applications for Revenue Grant Aid.
RESOLVED: That -
(i) no grant be paid to Fareham and Gosport Challenge and Adventure;
(ii) no grant be paid to Gosport Amateur Operatic Society;
(iii) a grant of £370 be paid to Rowner Cricket Club (Note: Councillor Wright declared a personal interest in this item and remained in the room but did not take part in the discussion or voting thereon);
(iv) no grant be paid to Holbrook Primary School;
(v) a grant of £250 be paid to Portsmouth Action Field Gun 2001;
(vi) a grant of £800 be paid to Age Concern Gosport and a report be presented to the Policy and Organisation Board with regard to future grant applications from this organisation;
(vii) no grant be paid to St Mary's Church, Alverstoke; and
(viii) a grant of £250 be paid to Rowner Carnival
