2. | ELECTION OF CHAIRMAN AND VICE-CHAIRMAN |

RESOLVED: That Councillors Kimber and Hayward be appointed Chairman and Vice-Chairman respectively of the Community Events Sub-Board for the Municipal Year 2005/06. |

3. | GOSPORT WATERFRONT FESTIVAL |
|
Consideration was given to a report of the Leisure and Cultural Services Manager (a copy of which is affixed in the Minute Book as Appendix “A”), which brought to the Sub-Board’s attention the present position regarding progress on planning for the 2006 Gosport Waterfront Festival and to seek approval of the infrastructure for the festival and to book artistes. |

Members were advised of the difficulties encountered in booking artistes and preparing the infrastructure for events. Contracts needed to be signed a soon as possible to ensure that such services could be secured. |

The Council had a responsibility to ensure that its own Standing Orders were complied with when procuring services and supplies. The necessary tendering processes would have to take place before any contract could be signed and any such contracts would be between the Council and the suppliers and negotiations would have to be conducted by officers. This arrangement would also apply to any concessions. |

The view was expressed that the tendering process should begin as quickly as possible in order to secure the required services and supplies. |
|
Members were advised that a Sponsors’ Evening would be held on 15 December 2005 at the Town Hall and all Members of the Sub-Board would be invited to attend. |

In response to a Member’s question, officers gave an assurance that the same noise controls would exist as at the 2005 Gosport Waterfront Festival. |
|
The risk assessment applied to the 2005 festival would be refined for 2006 and Members of the Sub-Board would be issued with a copy of this document at their next meeting. |
|
Walpole Park would once again be the venue for the 2006 festival and the Council’s procedure to obtain the requisite licence would be followed. A separate licence would have to be obtained for each piece of land to be used. This process would cover all activities for the festival. |

RESOLVED: That the present position regarding progress on planning for the 2006 Gosport Waterfront Festival be noted and that officers be instructed to make the necessary bookings of the artistes and prepare the infrastructure for the events. |
