A MEETING OF THE DEVELOPMENT PLANS STEERING GROUP WAS
 
HELD ON 24 FEBRUARY 2004

28.
MINUTES
 
 
RESOLVED: That the Minutes of the meeting of the Development Plans Steering Group held on 12 February 2004 be approved as a true and correct record.
 
For completeness, the Schedule relating to Chapter 14 of the Local Plan Review Monitoring and Resources (a copy of which is affixed in the Minute Book as Appendix “A”) had been distributed to Members prior to the meeting.
 
RESOLVED:  That no changes be made to Chapter 14 of the Local Plan Review Monitoring and Resources, be noted.

GOSPORT BOROUGH LOCAL PLAN REVIEW:
FURTHER PROPOSED ACTIONS RELATING TO REPRESENTATIONS RECEIVED
 
Consideration was given to a report of the Director of Development and Environment (a copy of which is affixed in the Minute Book as Appendix “B”).
 
Members’ attention was drawn to proposed actions in response to representations received on the First Deposit Local Plan Review in respect of:
 
·        Chapter 13:   Environmental Controls
 
Members were informed that the Government is placing increasing importance on several topics, including those of renewable energy and flooding.
 
Officers outlined the amendments to the Schedule, attached to the Director of Development and Environment’s report, and comments were as follows:
 
·        Page 6, ref no 443:  Officers confirmed that the reference to ‘unstable land’ was included by the Government of the South East to cover ‘one-off’ cases and would raise the awareness of developers’ responsibilities at the planning application stage.
·        Page 7, ref no 444:  Members were assured that ultimately the Borough Emergency Plan would make provision as to the ‘…use or transport of hazardous substances…’.
·        Pages 12/13, new para 13.9A:  Members were informed that ‘sustainable drainage systems’ [SuDS] were now an important consideration.   The systems aimed to absorb storm water back into the system by means of soakaways and balancing ponds.
 
Other minor amendments were noted and would be included in the final copy of the Schedule.
 
RESOLVED:  That:
 
Subject to the amendments below agreed by the Steering Group, the proposed actions contained in the Report of the Director of Development and Environment be incorporated into the Revised Deposit Gosport Borough Local Plan Review for submission to the Policy and Organisation Board for approval.
 
[i]   Officers take advice from the Health and Safety Executive relating to the              meaning of ‘acceptable risk’ on page 6, ref no 444.
[ii]   Paragraph 13.12F on page 8 would be re-worded by Officers to include                         specific information relating to the height of buildings on the aerodrome at
       Lee-on-the-Solent.  The words ‘depending on their location’ be omitted.
[iii]  The Head of Forward Planning would prepare an explanatory Briefing Note         to Members relating to ‘sustainable drainage systems’ and the first                       sentence of para 13.9A would be deleted.
[iv]  Officers provide guidance to Members in relation to the additional area of            Renewable Energy detailed on page 22.
[v]   Page 14, para 13.10A, 4th line:  The words ‘reproduces’ would replace               ‘produces’.

GOSPORT BOROUGH LOCAL PLAN REVIEW:
OPEN SPACE MONITORING REPORT
 
Consideration was given to a report of the Director of Development and Environment (a copy of which is affixed in the Minute Book as Appendix “C”).
 
Members were informed that the Open Space Monitoring Report had been prepared as a background paper to the Revised Deposit Gosport Borough Local Plan Review.  The Monitoring Report provided up to date information relating to the quality and quantity of open space within the Borough and included results of the Open Space Audit, a Government requirement relating to Planning Policy Guidance Note 17.  The Monitoring Report provided justification of the policies in the Plan, particularly with regard to:
 
·        the protection of existing open spaces;
·        the allocation of new open space provision (such as the Alver Valley);
·        quality and quantity standards for open space required as part of new residential developments; and
·        the use of developer contributions.
 
Members congratulated Officers on the production of this very detailed and valuable report and, after detailed discussion amendments were noted.
 
Concern was expressed by Members as to the limited timescale for this major report to be finalised.  It was possible that the Local Plan Review would be published first and the Open Space Monitoring Report subsequently, once it had been finalised and approved by Members.
 
RESOLVED:  That:
 
[i]  The Steering Group accept the Open Space Monitoring Report subject to            the amendments below:
 
·        Tables 8 and 9 on pages 17 and 18 respectively be summarised as Borough-wide figures rather than ward-by-ward.  Table 10 would remain as stated.
·        A more appropriate example set out in item 4.14 on page 12 should, more appropriately, refer to children’s play space rather than sports pitches.
·        Site references H9c and H10 on page 64 be amended to reflect that specific areas of land were owned by the Ministry of Defence and other areas owned by Gosport Borough Council.
·        Wording in the ‘primary use’ column relating to site reference H11 on page 64, would be changed to ‘Land leased to Felicia Park’.
 
[ii]  Members examine the further amended draft Report; and
 
[ii]  The Policy and Organisation Board be recommended to approve the                  publication in conjunction with the Revised Deposit version of the Gosport Borough Local Plan Review; and
 
[iii] That the Open Space Monitoring Report be made available for purchase at         a price of £30 (plus £3 postage and packaging).

GOSPORT BOROUGH LOCAL PLAN REVIEW:
SUSTAINABILITY APPRAISAL
 
Consideration was given to a report of the Director of Development and Environment (a copy of which is affixed in the Minute Book as Appendix “D”).
 
The Sustainability Appraisal report was presented to Members for the Gosport Borough Local Plan Review (Revised Deposit) which had been prepared in accordance with Government guidance.  The Appraisal, first published in December 2002, had been updated incorporating changes including those  made at the recent series of Development Plans Steering Groups.  The Sustainability Appraisal was a process whereby each policy within the Local Plan Review was evaluated in order to determine its individual and combined impacts on environmental, economic and social considerations.
 
Members expressed concern in relation to the Policy Impact Matrices and item 1 Transport: Trips and the frequency of the comment ‘No significant impact’.  The area of concern related to feedback from the CPA Assessment which had highlighted the need to investigate transport problems in the Borough.  Officers would therefore review the Appraisal with particular regard to criterion 1 and prepare an amended document.
 
RESOLVED:  That:
 
[i]  The Steering Group accept the Sustainability Appraisal, subject to the changes to criterion 1 of the Policy Impact Matrices which related to Transport: Trips, and that it be published in conjunction with the Gosport Borough Local Plan Review; and
 
[ii]  The Sustainability Appraisal be made available for purchase for £30 (plus £3 postage and packaging).
 
32.
GOSPORT BOROUGH LOCAL PLAN REVIEW:
CHANGES TO PROPOSALS MAP
 
The Steering Group considered an oral report by Principal Planning Officer (Chris Payne) and copies of the 5 Inset Maps were distributed dividing the Borough into 5 zones (a copy of which is affixed in the Minute Book as Appendix “E”).  The Inset Maps gave details to Members about the proposed changes made as a result of changes proposed to be included in the Revised Deposit Gosport Borough Local Plan.
 
The Revised Deposit Gosport Borough Local Plan Proposals Map comprised:
 
First Deposit Proposal Map:  This map would be included in the pocket to this document and would provide the base information against which to consider the changes that had been made
  Revised Deposit Proposals Map – Changes:  This map would be included in       the pocket to this document and would show the broad location of changes to      the first deposit proposals map made in connection with the preparation of the     Revised Deposit Gosport Borough Local Plan.  The map also showed the           location of the more detailed inset maps.
 
RESOLVED:  That:
 
The Inset Maps showing the proposed Revised Deposit Proposal Map be noted.
 
33.
SOUTH HAMPSHIRE STUDY:  PROGRESS
 
An oral report on recent progress was made.
 
Members were informed that Officers might need to take issue with Hampshire County Council with regard to green field sites as it was not sustainable to continue to allow residential development at high density in the Borough.  Members would be supplied with a copy of a planning report to 2026 when it had been finalised.  There was a concern about the short timescale in which to prepare the South Hampshire Study but Officers assured Members they would update Members as to progress.
 
RESOLVED:  That the Steering Group recognise the importance of the South Hampshire Study.
