102. APOLOGY
An apology for inability to attend the meeting was submitted on behalf of Councillor Cully.
103. MINUTES
RESOLVED: That the Minutes of the meeting of the Regulatory Board held on 17 September 2002 be approved and signed by the Chairman as a true and correct record.
104. DEPUTATION
It was reported that in accordance with Standing Orders 3.5 a deputation had been received relating to planning applications K.15660/5 and K.15660/6.
105. APPLICATIONS FOR PLANNING CONSENT
The Director of Development and Environment submitted a report on applications received for planning consent setting out the recommendations in each case.
RESOLVED: That decisions be taken on each application for planning consent as detailed below:
106. K.15660/5 - CHANGE OF USE OF EXISTING BUILDINGS AND ERECTION OF NEW BUILDINGS TO PROVIDE 159no. DWELLINGS, OFFICES (B1a), COMMUNITY OFFICES, COMMUNITY BUILDING (D1), ACCESS, PARKING, AMENITY AREAS AND LANDSCAPING (LISTED BUILDINGS IN CONSERVATION AREA) (as amended by letters dated 17.09.02 and plans received 18.09.02) ST GEORGES BARRACKS (SOUTH) MUMBY ROAD, GOSPORT
In accordance with Standing Order 3.5, Mr Larkin was permitted to address the Board on behalf of the applicants. Mr Larkin made the following points:
· That they already had planning permission for the site and could begin work immediately
· That while they were aware that the affordable housing provision was less than the Local Plan, they were offering more with this application than their previous application which had been approved
· With their proposed increase in the affordable housing provision, they were also offering £43,000 to go to the Council to help build these elsewhere
· That the new plans were a significant improvement and more marketable
Members expressed concern than the affordable housing provision would fall short of the Council's aim of 30%. Members felt that the planning application should be deferred to allow negotiations for an increase in the housing provision to take place.
RESOLVED: That planning application K.15660/5 - St Georges Barracks (South) Mumby Road, Gosport be deferred until a later date to allow negotiations to take place between the Council and the Applicant about providing more affordable housing.
107. K.15660/6 - LISTED BUILDINGS APPLICATION - ALTERATIONS TO GYMNASIUM, SERGEANT'S MESS, BARRACK BLOCK AND OLD HOSPITAL, TOGETHER WITH DEMOLITION OF 3no. EXTENSIONS TO OLD HOSPITAL AND RAILINGS TO FACILITATE CONVERSION TO B1 AND C3 USES (LISTED BUILDINGS IN CONSERVATION AREA) (as amended by letters dated 17.09.02 and plans received 18.09.02) ST GEORGES BARRACKS (SOUTH) MUMBY ROAD, GOSPORT
RESOLVED: That planning application K.15660/6 - St Georges Barracks (South) Mumby Road, Gosport be deferred until a later date to allow negotiations to take place between the Council and the Applicant about providing more affordable housing.
108. K.4785/8 - CHANGE OF USE FROM DOCTOR'S SURGERY (CLASS D1) TO VETERINARY SURGERY AND ANCILLARY FIRST FLOOR FLAT (as amplified by letter dated and plans received 03.09.02) 148 FORTON ROAD, GOSPORT
RESOLVED: That planning application K.4785/8 - 148 Forton Road, Gosport be approved subject to the conditions set out in the report of the Director of Development and Environment.
109. K.7488/6 - DEMOLITION OF EXISTING RESIDENTIAL INSTITUTION (CLASS C2) AND ERECTION OF 2no. DETACHED HOUSES AND DETACHED BUNGALOWS WITH DETACHED GARAGE (as amplified by letter dated 20.09.02) 12 WATERLOO ROAD, GOSPORT
RESOLVED: That planning application K.7488/6 - 12 Waterloo Road, Gosport be approved subject to the conditions set out in the report of the Director of Development and Environment.
110. K.12773/1 - ERECTION OF SIDE EXTENSION WITH ROOM IN THE ROOF 2 FAIRWAY CLOSE, GOSPORT
RESOLVED: That planning application K.12773/1 - 2 Fairway Close, Gosport be approved subject to the conditions set out in the report of the Director of Development and Environment.

111. K.14828/1 - ERECTION OF BRICK PLANTERS AND BOUNDARY WALLS TO FRONT GARDEN 4 BLENHEIM GARDENS, GOSPORT
RESOLVED: That planning application K.14828/1 4 Blenheim Gardens, Gosport be refused subject to the reasons set out in the report of the Director of Development and Environment.
