A MEETING OF THE HOUSING OVERVIEW AND SCRUTINY COMMITTEE
WAS HELD ON 29 JANUARY 2002

The Borough Secretary reported that, in accordance with Standing Orders, Councillor Train had been appointed to the Committee in place of Councillor Mrs Searle.
1. APOLOGY
An apology for inability to attend the meeting was submitted on behalf of Councillor Russell.
2. REQUEST FOR SCRUTINY
It was reported that Councillor Mrs Wright had called in for Post-Scrutiny the 2001/02 Housing Repairs Programme which had been delegated to officers in consultation with the Housing Board Chairman at the Board's (28 November 2001) Pre-agenda meeting on 13 November 2001.
It was stated that it was not the decision on 13 November 2001 that was the issue but the wider matter that a Programme such as the Housing Repairs Programme 2001/02, previously approved by the Housing Committee in March 2001, could be subsequently amended by officers in consultation with the Chairman of the Housing Board. It was reported that the Borough Secretary was currently reviewing Standing Orders and Delegated Powers to Chief Officers and this area would be considered by him.
RESOLVED: That -
(i) the matter of the Protocols allowing the Housing Services Manager in consultation with the Chairman of the Housing Board to take decisions on elements of previously agreed Programmes be referred to scrutiny for consideration by the whole Committee within a three month time-scale, and
(ii) the Housing Services Manger be requested to prepare a report on the above area for consideration by the Committee.
