The Mayor awarded a Citizen of the Year Certificate and medallion to Miss L Beal for her eminent services to the Borough. The Mayor also awarded Young Citizen of the Year Certificates and medallions to Jemma Brown and Matthew McLaren.

RESOLVED: That the Minutes of the Extraordinary and Ordinary Meetings of the Council held on 2 April 2003 be confirmed and signed.

MEMBERSHIP OF BOARDS, SUB-BOARDS AND COMMITTEES

The Members of the Council had before them a report of the Borough Solicitor (a copy of which is attached hereto as Appendix "C1") in connection with the above.

The report reminded Members of the main terms of the "Proportionality Rules" made under the Local Government and Housing Act 1989. The rules provided that the Council should have regard to the wishes of Political Groups in the appointment of seats on Boards, Sub-Boards and Committees "allocated" to those Groups under the Rules. The Borough Solicitor reported that the seats on the Council between the Political Groups remained the same as last year, viz:

In applying the Rules to the 70 seats of the Boards and Overview and Scrutiny Committees the following allocation of seats was once again recommended on the same basis as approved by Council last year:

With regard to Sub-Boards of the Council, the proportions could not be so exactly matched. The Borough Solicitor set out below the allocation of seats on Sub-Boards as agreed at last year's Council meeting. The Sub-Boards detailed had 6 members each with the exception of the Gosport/Royan Twinning Sub-Board (8 members). The Council had also approved the Proportionality Rules being applied to all Working Groups and Steering Groups. The Council had the following Sub-Boards, which totalled 44 seats. On current membership these were divided as follows:

MOTION: That the Council approve the allocation of seats in accordance with the principles contained in the Borough Solicitor's report and make appointments to the Boards, Sub-Boards and Committees and other bodies in accordance with the allocations agreed at last year's Council meeting on 16 May 2002.

RESOLVED: That the Council's representative on the Bridgemary, Rowner and Woodcot Community Association for the ensuing Municipal Year be Councillor Train.

RESOLVED: That the Council's representative on the HEDCA General Management Committee for the ensuing Municipal Year be Councillor Edwards.

(D) LEE-ON-THE-SOLENT COMMUNITY ASSOCIATION

RESOLVED: That the Council's representative on the Lee-on-the-Solent Community Association for the ensuing Municipal Year be Councillor Burgess.

(E) AIR TRAINING CORPS - 1098 (GOSPORT) SQUADRON COMMITTEE

RESOLVED: That the Council's representative on the Air Training Corps - 1098 (Gosport) Squadron Committee for the ensuing Municipal Year be Councillor Clinton.

(F) LOCAL GOVERNMENT ASSOCIATION

RESOLVED: That the Council's representatives on the Local Government Association for the ensuing Municipal Year be Councillors Cully, Edgar and M Russell (Standing Deputy: Councillor Searle).

(G) PORTCHESTER CREMATORIUM JOINT COMMITTEE

RESOLVED: That the Council's representatives on the Portchester Crematorium Joint Committee for the ensuing Municipal Year be Councillors Edgar and Train.

(H) AGE CONCERN (HANTS)

RESOLVED: That the Council's representative on Age Concern (Hants) for the ensuing Municipal Year be Councillor Mrs Cully.

RESOLVED: That the Council's representative on the Gosport Society for the ensuing Municipal Year be Councillor Gill.

(J) CITIZENS ADVICE BUREAU

RESOLVED: That the Council's representative on the Citizens Advice Bureau until 31 March 2004 be The Mayor.

(K) ALVERSTOKE TRUST

RESOLVED: That it be noted that the Council's representatives on the Alverstoke Trust are Councillor Hayward (until February 2005) and Retd Surg Captain T Hall (until September 2003).

(L) THE THORNGATE ALMSHOUSE TRUST

RESOLVED: That Honorary Alderman Lucas and Councillor Clinton be approved as members of the Thorngate Almshouse Trust for a further 4 years to May 2007.

(M) THE MRS HAMPER FUND CHARITY

RESOLVED: That the vacancy left by the death of Mrs Unwin on the Mrs Hamper Fund Charity until May 2004 be deferred to the Council meeting on 9 July 2003.

(N) LUTMAN DAY CARE CENTRE SUPPORT GROUP

RESOLVED: That the Council's representative on the Lutman Day Care Centre Support Group be Councillor Mrs Salter.
