THE ANNUAL MEETING of the COUNCIL OF THE BOROUGH OF GOSPORT was held in the Ballroom of the THORNGATE HALLS, BURY ROAD, GOSPORT on WEDNESDAY, the FOURTEENTH day of MAY 2003 at 11.00 AM.

That Councillor Mrs Iris Edith Binfireld be elected Mayor of the Borough of Gosport for the Municipal Year ending May 2004.

GOSPORT CITIZEN AND YOUNG CITIZENS OF THE YEAR AWARDS
 
The Mayor awarded a Citizen of the Year Certificate and medallion to Miss L Beal for her eminent services to the Borough.  The Mayor also awarded Young Citizen of the Year Certificates and medallions to Jemma Brown and Matthew McLaren.

RESOLVED:  That the Minutes of the Extraordinary and Ordinary Meetings of the Council held on 2 April 2003 be confirmed and signed.

MEMBERSHIP OF BOARDS, SUB-BOARDS AND COMMITTEES
 
The Members of the Council had before them a report of the Borough Solicitor (a copy of which is attached hereto as Appendix "C1") in connection with the above.
 
The report reminded Members of the main terms of the "Proportionality Rules" made under the Local Government and Housing Act 1989. The rules provided that the Council should have regard to the wishes of Political Groups in the appointment of seats on Boards, Sub-Boards and Committees "allocated" to those Groups under the Rules. The Borough Solicitor reported that the seats on the Council between the Political Groups remained the same as last year, viz:

With regard to Sub-Boards of the Council, the proportions could not be so exactly matched. The Borough Solicitor set out below the allocation of seats on Sub-Boards as agreed at last year's Council meeting. The Sub-Boards detailed had 6 members each with the exception of the Gosport/Royan Twinning Sub-Board (8 members). The Council had also approved the Proportionality Rules being applied to all Working Groups and Steering Groups. The Council had the following Sub-Boards, which totalled 44 seats. On current membership these were divided as follows:

MOTION: That the Council approve the allocation of seats in accordance with the principles contained in the Borough Solicitor's report and make appointments to the Boards, Sub-Boards and Committees and other bodies in accordance with the allocations agreed at last year's Council meeting on 16 May 2002.

            RESOLVED: That Honorary Alderman Lucas and Councillor Clinton be approved as members of the Thorngate Almshouse Trust for a further 4 years to May 2007.

            RESOLVED: That the vacancy left by the death of Mrs Unwin on the Mrs Hamper Fund Charity until May 2004 be deferred to the Council meeting on 9 July 2003.
