DEVELOPMENT CONTROL PERFORMANCE 01.01.05 – 31.03.05
 
 
Consideration was given to a report of the Regulatory Services Manager (a copy of which is attached in the Minute Book as Appendix ‘A’).  The purpose of the report was to set out the background to the Best Value Performance Indicators relating to speed of determining planning and other applications; performance against government and local targets in relation to applications; and performance in resolving complaints relating to possible breaches of planning control.
 
Members congratulated Officers on their very good performance figures for this quarter.
 
 
RESOLVED: That Development Control performance 01.01.05 – 31.03.05 be noted by the Board.

The Regulatory Services Manager submitted a report on applications received for planning consent setting out the recommendation in each case (a copy of which is attached in the Minute Book as Appendix ‘B’).

K16914 - CIRCULAR 18/84 CONSULTATION - ERECTION OF NEW SEARCH AND RESCUE FACILITY TO INCLUDE HELICOPTER HANGER, ASSOCIATED BUILDINGS AND AIRFIELD FENCING (as amplified by letter dated 05.05.05 and plan received 06.05.05)

The officer reported that five further letters of objection had been received and also a further letter of amplification dated 11 May 2005 regarding the use of Police spotter planes and the Gliding Club.
 
 
In answer to questions from Members, the officer confirmed that the agent’s letter of 5 May 2005 provides clarification of the proposal in terms of no increase in the existing flying activities and, as indicated in the report, no further noise assessment was required. 
 
 
It was confirmed that although the proposed development was within a strategic gap there was no conflict with the terms of the Local Plan Review as this would be an essential operational requirement under Policy R/OS1.
 
 
In answer to a Member’s question, the officer confirmed that the future use of the site by the Gliding Club was still under review by the Ministry of Defence.  Both the Police and the Maritime and Coastguard Agency had experienced a conflict of use with the Gliding Club and some near misses had been reported.  The officer also confirmed that the use of the site by the Gliding Club was not a planning issue.
 
 
RESOLVED: That no objection be raised for the following reason:-

K1742/3 - DEMOLITION OF EXISTING DWELLING AND ERECTION OF 2NO. DWELLINGS WITH GARAGES (as amplified by letters dated 26.04.05 and 05.05.05)

In accordance with Standing Orders, Mr Wardle was permitted to address the Board on behalf of the objectors.  He expressed concern that the siting of Plot 1 was four metres forward from the current dwelling; the proposed design and building materials to be used were not compatible with the surrounding properties; a number of windows in the proposed properties would overlook both his own property and those of neighbours; part of the existing hedge was dying; the demolition of the existing building and the construction works would result in dust and noise in the area and an increase in traffic from construction vehicles that would impact on a nearby school crossing;  Mr Wardle asked that the windows that would overlook neighbouring properties be not only obscured glazed but also fixed shut.  He also requested the construction of a two metre high wall to increase privacy to his garden patio area.
 
 
In answer to a Member’s question, Mr Wardle confirmed that the report did address some of his concerns over the materials to be used in the construction of the new buildings.
 
 
Mr Cooper, the applicant, then addressed the Board.  He confirmed that a professional demolition contractor would be used to demolish the existing building, so minimising noise and dust as far as possible. It was estimated that the work would take no more than 2 working weeks.  The parking and traffic issues had been addressed to the satisfaction of the Highways Department and there was sufficient parking space within the property boundary so as not to necessitate on road parking.  The windows overlooking other properties would be glazed with obscure glass but would not be fixed shut.  However, he would consider the use of small opening upper fanlights to minimise loss of privacy.  Mr Cooper confirmed that the construction of a boundary wall would damage existing trees and therefore the construction of a fence was proposed, the exact design to be agreed with the Planning Department.  The hedge and fence would prevent ground floor windows of the new properties overlooking surrounding properties.
 
In answer to a Member’s question, the officer confirmed that there was no definitive building line in this area as all the properties were individual.  The proposed development would come forward from the existing property but there would still be open space in front of the buildings and the boundary wall would not be altered. 
 
 
Members welcomed the fact that the preservation of trees was being taken into consideration within this development and the officer drew Members’ attention to Condition 8 on page 11 of the report.
 
 
RESOLVED:  That planning application K1742/3 – 31 Anglesey Road  Gosport be approved subject to Section 106 agreement relating to the payment of a commuted sum towards the provision and/or improvement of outdoor playing space and subject to the conditions set out in the report of the Regulatory Services Manager, for the following reasons:

That having regard to the provisions of Section 38(6) of the Planning and Compulsory Purchase Act 2004 and all other material considerations, the development as proposed, by reason of its location, design and orientation, would not have a detrimental impact on the character or appearance of the area, or the setting of the adjacent Conservation Area, or adjoining or prospective occupiers, or traffic conditions in the locality.  As such, the proposal complies with Policies BE1, BE6, H5, T5, T6 and RL10 of the Gosport Borough Local Plan and R/DP1, R/DP8, R/H4, R/T10, R/T11 and R/OS7 of the Gosport Borough Local Plan Review.

K16877 - OUTLINE APPLICATION - ERECTION OF TWO STOREY DETACHED DWELLING WITH INTEGRAL GARAGE

In accordance with Standing Orders, Mr Burn was permitted to address the Board on behalf of the objectors.  He explained that he was a part owner, with his mother, of the property 16 Grove Road.  He considered that the proposed two-storey building was inappropriate in this location as the buildings on either side were chalet bungalows.  As the plot was long and narrow, the resulting long, two-storey building would block sunshine and light from two doors and three windows in No 16.  He expressed the wish that, whilst he would prefer to see no building at all, if development was approved that it be for a chalet bungalow and not a two-storey house.
 
 
Mr Ashworth, of Fairplay Residential Properties Ltd, had no further comment to make on behalf of the developers.
 
 
The officer confirmed that this application was for outline consent only and therefore no details of the height and style of the building were to be considered at this time.  Properties in Grove Road were a mix of styles dating from the 1920s to the present day.  A site inspection had shown that there was a carport and garage belonging to No 16 Grove Road between that property and the proposed new development and the distance between the two properties was acceptable within the parameters of the Local Plan.  Further consideration would be given to the proposed development when detailed plans were submitted.
 
 
RESOLVED:  That planning application K16877 18 Grove Road  Lee-on-the-Solent be approved, subject to Section 106 agreement relating to the payment of a commuted sum towards the provision and/or improvement of outdoor playing space and subject to the conditions set out in the report of the Regulatory Services Manager, for the following reasons:

The officer informed the Board that 2 letters of amplification dated the 14 and 15 May and Plans dated 16 and 18 May had been received.  The six letters of objection noted in the report had all cited the height of the building above the level of the road as being the grounds for objection.  The new plans indicated that the building would be of a comparable height to the existing building and would not exceed the level of the road. 
 
The officer also informed the Board that there was an error in the report and that Condition 3, referring to vehicle turning space, was incorrect as there was no vehicular access to the site.  The Condition should have referred to cycle storage and a correct schedule of Conditions was circulated to Board Members (a copy of which is attached in the Minute Book as Appendix ‘C’).
 
Members welcomed the proposed improved facilities outlined in this application.
