It was reported that, in accordance with Standing Orders, Councillor Hayward had been nominated to replace Councillor Mrs Champion and Councillor Carter had been nominated to replace Councillor Taylor for this meeting.
 
 
In the absence of Councillor Taylor (Chairman), Councillor Allen (Vice Chairman) assumed the Chair.

Members were informed that a letter had been received from Mrs Keat, who had addressed the Board at the meeting on 19 July, apologising for her inability to attend the meeting today.
 
 
An informal site visit had taken place that afternoon which had been attended by Councillors Allen, Smith and Foster, Mr and Mrs Baker (the applicants), and Mr Ayles of Latimer and Ayles.
 
 
Members expressed concern at the density of development taking place in available open spaces in the Borough.  However, Members were informed that the density of the proposed development was similar to that of the surrounding area. 
 
 
Members agreed that, although they were not in favour of cramming development, the proposed development on this site complied with the Gosport Borough Local Plan Review.
 
 
RESOLVED: That outline planning application K16950 – Land adjacent to 31 Lyndhurst Road Gosport  Hampshire be approved subject to Section 106 Agreement relating to the payment of a commuted sum towards the provision and/or improvement of outdoor playing space and subject to the conditions set out in the report of the Regulatory Services Manager, for the following reason:

That having regard to the provisions of Section 38(6) of the Planning and Compulsory Purchase Act 2004 and all other material considerations, the development as proposed is acceptable in this location and will not have any significant detrimental impact on the amenities of adjoining and prospective residents or in terms of highway safety. Members were informed that a further letter of objection had been received from an objector to the original scheme stating that his objections still stood in relation to the amended scheme.
 
 
Hampshire County Council Archaeological Department had stated they had no objection to the scheme provided Condition 19 of the report was adhered to and appropriate archaeological work was carried out.
 
 
RESOLVED:  That planning application K15249/5 –Shell Filling Rooms  Priddys Hard   Heritage Way  Gosport  Hampshire be approved subject to Section 106 Agreement relating to the payment of a commuted sum towards the provision and/or improvement of outdoor playing space and subject to the conditions set out in the report of the Regulatory Services Manager, for the following reason:

That having regard to Section 38(6) of the Planning and Compensation Act 2004 and all other material considerations, the development is acceptable in principle in this location and will result in the re-use of these historically important buildings and ensure their retention in the long-term to enhance the character and appearance of the conservation area.  A satisfactory flood risk had been undertaken and mitigation measures will be implemented to prevent any adverse impact on archaeological and nature conservation interests or from contamination.  The access and parking is adequate and provision has been made for amenity space on site and outdoor playing space within the Borough as a whole.  As such the proposal complies with Policies BE1, BE2, BE6, BE9, BE11. Members were informed that a further letter of objection had been received citing loss of privacy and light and noise, dust and pollution during the construction period.  However, there would be no additional windows overlooking neighbouring properties and there was sufficient space between the properties so as not to block the light.  Any noise, dust or pollution caused during the construction period was not a planning issue but would be subject to other legislation.

RESOLVED:  That planning application K16314/2 – 31 Stoke Road Gosport  Hampshire be approved subject to Section 106 Agreement relating to the payment of a commuted sum towards the provision and/or improvement of outdoor playing space and subject to the conditions set out in the report of the Regulatory Services Manager, for the following reason and subject to the redrafting of Condition 3 being delegated to the Head of Development Control:

Members were informed that 9 letters had been received objecting to the proposal on the grounds that it was out of character, had the effect of terracing, the, roof ridge was too high, it would cause loss of light and loss of privacy to neighbouring properties and loss of garden habitat. 
 
 
Members were advised that the properties were not terraced and there was 1 metre between the elevations and the boundary of each property.  Permission had already been granted to build a 2 storey property. The existing bungalow had gable windows overlooking neighbouring properties and the proposed buildings would be sufficiently far from neighbouring properties as to not cause significant loss of light.
