Members were informed that an informal site visit had taken place earlier in the day and that Councillors Carr, Clinton, Farr, Gill, Searle and Taylor had been present. At the Site Visit the following points were indicated to the Councillors by the Planning Officers:
- footprint of the proposed dwelling was pegged out;
- location of the new driveway to the retained house (112);
- location of the TPO trees – all to be retained;
- fence line on boundary with adjacent property (116);
- windows on front and side elevations of adjacent dwelling (110);
- alterations to retained house (112);
- location of 5 garages to be demolished, fronting Chapel Square;
· relationship between proposed development and houses within Chapel Square.
It was also reported that one supplementary letter of objection had been received from an existing objector and a petition consisting of 18 signatures had been received expressing concern that no trees should be felled. |

In accordance with Standing Orders, Mr Duncan-Brown was permitted to address the Board on the behalf of the objectors. Mr Duncan-Brown made the following points:
- There was great strength of feeling regarding this site that was not solely limited to the immediate neighbours;
- The extent of this application, in a Conservation Area, raised the question what use are Conservation Areas if nothing is protected;
- This site was an integral part of the Hardway Conservation Area;
- There were massive concerns regarding the removal of trees from the site, and the potential damage caused to the remaining trees;
- There would be a major impact of the immediate neighbours and as the development was partly at the front of the property to the whole street as well;
- This should be considered carefully as once a decision was made, and permission granted, there could be no turning back.

Mr Lewis, the applicant's agent, was invited to address the Board but was not present to make representation. |
|
|
|
|
|
Members raised concern over the number of trees that were to be felled in order for the development to proceed. It was reported that none of the trees currently protected by the TPO would be felled and that all other primary trees would be retained. |

- That having regard to the provisions of Section 54A of the Town and Country Planning Act 1990 and all other material considerations, the loss of these buildings would not be detrimental to the setting of the Conservation Area and their replacement, as detailed within planning application K.13321/5, would enhance the character and appearance of the Conservation Area. As such, the development is acceptable and complies with Policy BE10 of the Gosport Borough Local Plan and Policy RR/BH2 of the Gosport Borough Local Plan Review.

Members were informed that an informal site visit had taken place earlier in the day and that Councillors Carr, Clinton, Farr, Gill, Searle and Taylor had been present. At the Site Visit the following points were indicated to the Councillors by the Planning Officers:
- footprint of the proposed extension was pegged out;
- the height of the swimming pool building was indicated at 2.9m above ground level;
- the proximity of the extension to the boundary with 10 Burney Road was noted.

Members expressed concern that the proposed development was inappropriate by reason of its excessive length, height and proximity to the boundary with 10 Burney Road and would be detrimental to the residential amenities of that property, contrary to Policy BE1 of the Gosport Borough Local Plan.

RESOLVED: That planning application K.16461 – 12 Burney Road, Gosport be refused for the following reason:
- The proposed single storey rear extension, by reason of its excessive length, height and proximity to the boundary with 10 Burney Road, would be detrimental to the residential amenities of that property, contrary to Policy BE1 of the Gosport Borough Local Plan.

Members were informed that an informal site visit had taken place earlier in the day and that Councillors Carr, Farr, Gill, Searle and Taylor had been present. At the Site Visit the following points were indicated to the Councillors by the Planning Officers:

· the extent of the proposal was viewed from within the objectors rear garden and dinning room;
· the proximity of the extension to the boundary with 38 Ashburton Road was noted.
