Consideration was given to a report of the Regulatory Services Manager (a copy of which is attached in the Minute Book as Appendix ‘A’).

 

 

The report reviewed the performance of the Development Control section over the last quarter in respect of the time taken to determine applications within the context of the number of applications received and determined and the fees received.

 

 

RESOLVED:  That Development Control performance 01.04.04 - 30.06.04 be noted.

K.12345/68 – RETENTION OF EXISTING WORKS AND FURTHER WORKS TO CHANGE THE USE AND SUB-DIVIDE THE EXISTING PLANNING UNIT INTO MULTIPLE UNDEFINED PLANNING UNITS FOR INDUSTRIAL (CLASS B1 & B2) AND STORAGE/DISTRIBUTION (CLASS B8) USES

Consideration was given to a report of the Regulatory Services Manager (a copy of which is attached in the Minute Book as Appendix ‘B’).

 

 

Planning permission (K12345/68) had been granted in respect of the principle of redevelopment for industrial, storage and distribution purposes.  That planning permission required the submission and approval of detailed planning matters not available for consideration by the Council at that time. Two conditions related specifically to the Roche Access onto Fareham Road.

 

 

The improvement scheme for the Roche Access included reconstruction of the junction to facilitate access into the site for southbound vehicles only from Fareham Road and no vehicles would be permitted to exit the site at this junction.

 

 

Four letters of objection had been received to the original scheme.  Following public consultation and concerns expressed by residents on the opposite side of Fareham Road a revised proposal was submitted.  This excluded the central island and pedestrian crossing.  Following further consultation with Ward Members, it was acknowledged that the revised scheme had now satisfied the concerns of local residents.

 

 

RESOLVED:  That the details be approved as in accordance with conditions 05 and 06 of planning permission K.12345/68.

RESOLVED:  That planning application K.15420/1 – Land Off Smith Street, Gosport be approved subject to the developer entering into a planning obligation under Section 106, as approved by the Council, relating to the payment of a commuted sum towards the provision and/or improvement of outdoor playing space, subject to the conditions set out in the report of the Regulatory Services Manager, and subject to the following additional condition:

 

 

Additional Condition 12Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order), no additional windows to those shown on the plans hereby approved shall be constructed in the north and south elevations of plots 3 and 6 without the prior consent in writing of the Local Planning Authority.

i.

That having regard to the provisions of Section 54A of the Town and Country Planning Act 1990 and all other material considerations, the proposed demolition of the extension, will not have a detrimental impact on the character of the area and will therefore preserve the Hardway Conservation Area.   As such the proposal complies with Policies BE9 and BE10 of the Gosport Borough Local Plan and R/BH1 and R/BH2 of the Gosport Borough Local Plan Review.

Members were informed that a response had been received from the Gosport Society stating they had no objections.  In response to Members’ questions the officer explained the relationship of the windows on the north elevation of the property to the properties in St Thomas’s Road.

Members were concerned as to the increasing number of temporary buildings erected at the school and requested that a letter be sent to the applicant regarding the increased use of temporary buildings in this educational establishment.  Members were assured that there were sufficient parking spaces on the site.
