MAYOR'S COMMUNICATION
(A) NATIONAL MEMORIAL FOR SERVICE PERSONNEL
The Mayor reported that he had received a letter from the Lord Mayor of Sheffield in connection with the establishment of a National Memorial for service personnel who had given their lives in wars and conflicts since 1945. Sheffield City Council had resolved to recognise the role of servicemen and women of the United Kingdom since the end of the Second World War and the Lord Mayor had been requested to contact all Lord Mayors and Mayors in the United Kingdom seeking support for a proposal to set up a national appeal for the establishment of such a memorial.
A holding letter had been sent to the Lord Mayor of Sheffield to the effect that this matter would be referred to the next meeting of the Civic and Commemorative Events Working Group.

STANDING ORDER 4.15.1
The Borough Secretary reported that notice had been received requesting that Standing Order 4.15.1 be moved to enable the Borough Treasurer to present his report in connection with the Calculation of Council Tax Base.
RESOLVED: That Standing Order 4.15.1 be moved to enable the Borough Treasurer to present his report on the Calculation of the Council Tax Base.

CALCULATION OF COUNCIL TAX BASE
The Borough Treasurer reported that the Local Authorities (Calculation of Tax Base) Regulations 1992 (as amended), required the Council, as billing authority, to notify its major precepting bodies between 1 December and 31 January, of its tax base for the following financial year.
The Borough Treasurer outlined the method by which the calculations had been arrived at in accordance with the 1992 Act and Regulations:
(i) In November 2001 the Borough Treasurer was required to submit to the Department of the Environment a Form CTB1 which analysed the valuation list into the various bands and the charges applicable to those properties. Members had before them a summary of that return which converted the equivalent total number of properties in each band to a band D equivalent figure which formed the initial base for the calculation of the tax base. This summary incorporated the contributions in lieu that the Council was likely to receive from exempt Ministry of Defence dwellings.
(ii) It was necessary to further adjust the tax base for non-collection of the tax and changes in the Valuation List which may arise for a variety of reasons such as appeals, new or demolished properties.
(iii) The proposed tax base was 24904.7 which was 204.1 higher than the current year.
MOTION: That, in accordance with the Local Authorities (Calculation of Tax Base) Regulations 1992 (as amended), the amount calculated by Gosport Borough Council as its tax base for the whole of the area for the year 2002/2003 should be 24904.7.
The Motion was put to the meeting and duly RESOLVED.
The Council rose at 5.33 pm.
