AN EXTRAORDINARY MEETING of the COUNCIL OF THE BOROUGH OF GOSPORT was held in the Council Chamber at the TOWN HALL, GOSPORT on WEDNESDAY, the THIRTEENTH day of MARCH 2002 at 5.30 PM.

MAYOR'S COMMUNICATION
 
(A)          ROCK CHALLENGE
 
The Mayor reported that he had attended a presentation ceremony relating to Rock Challenge.  The Borough Council had supported local schools for this event and in return the Council had been presented with an award.

QUESTIONS PURSUANT TO STANDING ORDER 3.3
 
(A)                Questions standing in the name of Councillor Langdon on the subject of a new Town Hall were answered by the Leader of the Council.
 
(B)          A question standing in the name of Councillor Hayward on the subject of public services was answered by the Leader of the Council.

 
(C)          A question standing in the name of Councillor Hayward on the subject of Councillor 'perks' was answered by the Leader of the Council.
 
(D)          A question standing in the name of Councillor Allen on the subject of congestion charging on the A32 was answered by the Leader of the Council.
 
(E)           A question standing in the name of Councillor Allen on the subject of the traffic lights at Bury Cross was answered by the Leader of the Council.
 
(F)                Questions standing in the name of Councillor Bartlett on the subject of SEEDA funding were answered by the Leader of the Council.
 
(G)                Questions standing in the name of Councillor Hook on the subject of SEEDA funding for the Priddy's Hard Heritage Area were answered by the Leader of the Council.
 
(H)          A question standing in the name of Councillor Rigg on the subject of damage to the front doors of the Town Hall was answered by the Leader of the Council.

STANDING ORDERS 4.15.1
 
The Borough Secretary reported that notice had been received requesting that Standing Order 4.15.1 be moved to enable the Deputy Chief Executive to present the report in connection with the Borough Council Returning Officer for Local Elections.
 
RESOLVED:  That Standing Order 4.15.1 be moved to enable the Deputy Chief Executive to present the report in connection with the Borough Council Returning Officer for Local Elections.

BOROUGH COUNCIL RETURNING OFFICER FOR LOCAL ELECTIONS
 
It was reported that the Borough Secretary, who was also the appointed Returning Officer for Gosport Borough Council, was currently absent through ill-health.  The absence of the Borough Secretary made it necessary to consider the appointment of a Returning Officer for the elections on 2 May 2002.
 
It was common practice throughout local government for the Chief Executive to be appointed as Returning Officer and Gosport Borough Council's Chief Executive, Malcolm Crocker, had indicated his willingness to accept the appointment as Returning Officer in the Borough Secretary's absence.
 
MOTION:  That pursuant to Section 35 of the Representation of the People Act 1983, Malcolm Crocker be appointed as Returning Officer until such time as the future position of the Borough Secretary became clear.
 
AMENDMENT:  That the words "until such time as the future position of the Borough Secretary became clear" be deleted.
 
The Amendment was put to the meeting and declared CARRIED.
 
The substantive Motion was put to the meeting and duly RESOLVED.
 
The Council rose at 5.40 pm.
