AN EXTRAORDINARY MEETING of the COUNCIL OF THE BOROUGH OF GOSPORT was held in the Council Chamber at the TOWN HALL, GOSPORT on MONDAY, the ELEVENTH day of SEPTEMBER 2006 at 6.00PM.

ONE MINUTE’S SILENCE
 
In order to express their sympathy regarding the fifth anniversary of the atrocities in America (known as 9/11) and the recent death of former Councillor Kenneth Ward, who was an Elson Ward Councillor from May 1996 – May 2000, Members of the Council stood in silent tribute for one minute.

MAYOR’S COMMUNICATIONS
 
(A)       HASLAR ‘PROMS IN THE PARK’ – FRIDAY, 15 SEPTEMBER 2006
 
The Mayor reminded Councillors of the Haslar ‘Proms in the Park’ event which was due to be held on Friday, 15 September 2006.  Tickets for the event could be obtained from the Tourist Information Centre.
 
(B)       PORTSMOUTH HOSPITALS NHS TRUST PUBLIC CONSULTATION MEETINGS – FOUNDATION TRUST STATUS
 
The Mayor advised Councillors that a Public Consultation Meeting on the above topic for Bridgemary residents was due to be held at Bridgemary School Hall on 4 October at 7.30pm.
 
Councillor Edgar also informed Councillors of the following additional Consultation Meetings:
 
Gosport (2nd meeting) 2 October at 7pm at the Thorngate Halls
 
Lee-on-Solent             20 September at 6.45pm at St Faith’s Church

NOTICES OF MOTION
 
(A)       It was reported that Councillor Smith had given notice of the following Motion in accordance with Standing Order 3.3:
 
“That the Council suspend Standing Orders 4.6 and 4.14 for the purposes of considering the following two Motions on (a) Car Park Charges and (B) Changes to the composition and terms of reference of the Holbrook Recreation Centre Working Group and the establishment of a new Gosport Festival Working Group”.
 
The Motion was accordingly seconded by Councillor Chegwyn.
 
The Motion was put to the meeting and duly RESOLVED.
 
(B)       It was reported that Councillor Smith had given notice of the following Motion in accordance with Standing Order 3.3:
 
“That the Council regrets the lack of progress in implementing the decision of the full Council made on 12 July to introduce two hours free parking in the short-stay town centre car parks and instructs Council officers to proceed without further delay on finalising and advertising the appropriate Order based on the following principles:
 
(a)        That the existing 1-hour & 3-hour town centre car parks become 2-hour car parks and motorists will in future be allowed to park for free for the 2 hours of their stay at any time of the day, weekdays and weekends.
 
(b)        That motorists will still be required to obtain and display a ticket on their vehicle.  The ticket for the 2 hours free parking will be obtained by inserting a 10p coin into the ticket machine and pressing a button.  The 10p will be instantly returned and they will receive a free 2-hour ticket.
 
(c)        That there be no change to the current arrangements in the Town Hall car park on weekdays.
 
The Council further agrees to establish a Car Park Charges Working Group to oversee progress on the Order and its advertisement comprising the Leaders of the three political groups on the Council or their nominated deputies, this Working Group to report directly to full Council”.
 
The Motion was accordingly seconded by Councillor Chegwyn.
 
AMENDMENT: That the Motion be approved and adopted subject to the amendment of paragraph (a) as follows:
 
“(a)      Subject to paragraph (b) that all the existing 1 hour and 3 hour car parks become 2 hour car parks and motorists will in future be allowed to park free of charge in these car parks between the hours of 8 a.m. and 10a.m.”
 
Paragraph (b) to be deleted and replaced with existing paragraph (c).  The final paragraph of the existing motion to become paragraph (c) and to read as follows:
“(c) The Council further agrees to refer this to scrutiny to oversee progress on the Order and its advertisement.”
 
The Amendment was put to the meeting and declared LOST.
 
Whereupon the Motion was put to the meeting and duly RESOLVED with Councillors Cully, Hook and Smith being nominated to the Car Park Charges Working Group together with Councillors Wright, Burgess and Chegwyn being their respective Nominated Deputies.
 
(C)       It was reported that Councillor Chegwyn had given notice of the following Motion in accordance with Standing Order 3.3:
 
“That the Council agrees to abolish the current Holbrook Recreation Centre Working Group and replace it with a new Holbrook Recreation Centre Working Group reporting directly to full Council and comprising two members of each political group on the Council.  That the Council further agrees to transfer responsibility for all arrangements concerning the Gosport Waterfront Festival to a new Gosport Festival Working Group reporting directly to full Council and comprising one member of each political group on the Council”.
 
The Motion was accordingly seconded by Councillor Smith.
 
The Motion was put to the meeting and duly RESOLVED with nominations for the two Working Groups to be submitted to the Borough Solicitor after the meeting.
 
 
 
 
 
The Council rose at 7.13pm
