COUNCIL TAX SETTING 2004-2005 |
|
Consideration was given to a report of the Borough Treasurer on Council Tax Setting for 20004/2005. |
|
The Borough Treasurer reported that the Council was required to set the levels of Council Tax for the Borough for 2004/2005 as billing authority. The tax levels resulted from the precept requirements of the County Council, Fire Authority and Police Authority, the Council's approved budget and local taxation collection balances. The tax levels proposed for each Band were set out in the Borough Treasurer's report. |

The Government had further amended the safety net applying to Housing Benefit subsidy losses. The new 0.5% safety net was estimated to improve the Council's budget position by £55,000 in 2004/2005. In view of the level of Council Tax increase required and the risk of capping, it was recommended that this sum be used to amend the Council's Budget total from £10,702,910 to £10,647,910. This reduced the required Council Tax increase from 12.9% to 11.5%. The budget remained balanced and robust. |
|
Surpluses or deficits from Community Charge and Council Tax collection were assessed annually in order that corrective action could be taken in setting future tax levels. They formed part of the figure contained in recommendation 5.2(d) of the Borough Treasurer's report. The figure of £142,110 represented Gosport's share of surpluses on the Council Tax collection fund. |

MOTION: That the following recommendations in the Borough Treasurer's report be approved and adopted. |
|
(i) That it be noted that at its meeting on 21 January 2004 the Council calculated the amount of 26,026.6 as its Council Tax Base for the year 2004/2005 in accordance with Regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992 made under Section 33(5) of the Local Government Finance Act 1992. |
|
(ii) That the Council reduce its total budget requirement for 2004/2005 by £55,000 to £10,647,910 to reflect the amended Housing Benefit subsidy payable. |
|
(iii) By virtue of the budget approved by Council on the 4 February 2004 and amended on 1 March 2004 the following amounts be now calculated by the Council for the year 2004/2005 in accordance with Sections 32 to 36 of the Local Government Finance Act 1992. (a) £34,281,300 being the aggregate of the amounts which the Council estimates for the items set out in Section 32((2)(a) to (e) of the Act. (b) £23,633,390 being the aggregate of the amounts which the Council estimates for the items set out in Section 32(3)(a) to (c) of the Act. (c) £10,647,910 being the amount by which the aggregate at (a) above exceeds the aggregate at (b) above, calculated by the Council, in accordance with Section 32(4) of the Act, as its budget requirement for the year. (d) £6,156,157 being the aggregate of the sums which the Council estimates will be payable for the year into its general fund in respect of redistributed non-domestic rates, revenue support grant and additional grant; increased by the amount of the sums which it estimates will be transferred in the year from its collection fund to its general fund in accordance with Section 97(3) of the Local Government Finance Act 1988 ( Council Tax Surplus) and increased by the amount of any sum which the Council estimates will be transferred from its collection fund to its general fund pursuant to the Collection Fund (Community Charges) directions under Section 98(4) of the Local Government Finance Act 1988 (Community Charge Surplus). (e) £174.33 being the amount at (c) above less the amount at (d) above, all divided by the amount at (i) above, calculated by the Council, in accordance with Section 33(1) of the Act, as the basic amount of its council tax for the year.

being the amounts given by multiplying the amount at (e) above by the number which, in the proportion set out in Section 5(1) of the Act, is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in valuation band D, calculated by the Council, in accordance with section 36(1) of the Act, as the amounts to be taken into account for the year in respect of categories of dwellings listed in different valuation bands. |

(iv) That it be noted that for the year 2004/2005 Hampshire County Council, Hampshire Police Authority and Hampshire Fire Authority have stated the following amounts in precepts issued to the Council, in accordance with Section 40 of the Local Government Finance Act 1992, for each of the categories of the dwellings shown below:- |
