BELLE VUE HOTEL
 
Councillor Kimber presented to the Deputy Mayor a petition, which supported the site of the Belle Vue Hotel, Lee-on-the-Solent being retained for hotel and function room use.
 
RESOLVED:  That the petition be forwarded to the appropriate Unit of the Council for consideration.

STANDING ORDER 4.15.1
 
The Borough Solicitor reported that notice had been received requesting that Standing Order
4.15.1 be moved to enable the Borough Treasurer to present his report in connection with Council Tax Setting 2003-2004.

COUNCIL TAX SETTING 2003 – 2004
 
Consideration was given to a report of the Borough Treasurer on Council Tax Setting for 2003/2004.
 
The Borough Treasurer reported that the Council was required to set the levels of Council Tax for the Borough for 2003-2004 as billing authority.  The tax levels resulted from the precept requirements of the County Council and Police Authority, the Council's approved budget and local taxation collection balances from previous years.  The tax levels proposed for each Band were set out in the Borough Treasurer's report.
 
Surpluses or deficits from Community Charge and Council Tax collection were assessed annually in order that corrective action could be taken in setting future tax levels.  They formed part of the figure contained in recommendation 5.2 (d).  The figure of £30,000 represented Gosport's share of surpluses on the Council Tax collection fund.  It was also noted that the final Aggregate Exchequer Finance figure for 2003/2004 was £49,906 less than the provisional figure.  The Council's General Fund Net Expenditure requirement of £10,484,520 therefore required a contribution of £6,926 from balances rather than the intended £42,980 contribution to balances in order to give effect to the Council's budget resolution.
 
MOTION:  That the following recommendations in the Borough Treasurer's report be approved and adopted.
 
(i)            That it be noted that at its meeting on 22 January, 2003 the Council calculated the amount of 25,462.7 as its Council Tax Base for the year 2003/2004 in accordance with regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992 made under Section 33(5) of the Local Government Finance Act 1992.
 
(ii)     By virtue of the budget approved by Council on the 5 February 2003 the following amounts be now calculated by the Council for the year 2003/2004 in accordance with Sections 32 to 36 of the Local Government Finance Act 1992:-
 
(a) £27,804,184     being the aggregate of the amounts which the Council estimates for the items set out in Section 32(2)(a) to (e) of the Act.
 
(b) £17,326,590     being the aggregate of the amounts which the Council estimates for the items set out in Section 32(3)(a) to (c) of the Act.
 
(c) £10,477,594     being the amount by which the aggregate at 5.2(a) above
exceeds the aggregate at 5.2(b) above, calculated by the Council, in accordance with Section 32(4) of the Act, as its budget requirement for the year.
 
 
 
 
(d) £6,497,663       being the aggregate of the sums which the Council estimates will be payable for the year into its general fund in respect of redistributed non-domestic rates, revenue support grant and additional grant; increased by the amount of the sums which it estimates will be transferred in the year from its collection fund to its general fund in accordance with Section 97(3) of the Local Government Finance Act 1988 (Council Tax Surplus) and increased by the amount of any sum which the Council estimates will be transferred from its collection fund to its general fund pursuant to the Collection Fund (Community Charges) directions under section 98(4) of the Local Government Finance Act 1988 (Community Charge Surplus).
 
(e)                        £156.30 being the amount at 5.2(c) above less the amount at 5.2(d) above, all divided by the amount at 5.1 above, calculated by the Council, in accordance with Section 33(1) of the Act, as the basic amount of its council tax for the year.

                                being the amounts given by multiplying the amount at 5.2(e) above by the number which, in the proportion set out in Section 5(1) of the Act, is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in valuation band D, calculated by the Council, in accordance with section 36(1) of the Act, as the amounts to be taken into account for the year in respect of categories of dwellings listed in different valuation bands.
 
(iii)    That it be noted that for the year 2003/2004 Hampshire County Council and Hampshire Police Authority have stated the following amounts in precepts issued to the Council, in accordance with Section 40 of the Local Government Finance Act 1992, for each of the categories of the dwellings shown below:-
