A MEETING OF THE COMMUNITY AND ENVIRONMENT OVERVIEW AND SCRUTINY COMMITTEE
WAS HELD ON 28 FEBRUARY 2002
Councillors Allen (P), Mrs Angus (P), Cully (P), Edwards (P), Farr (P), Gill (P), Langdon (P), Philpott (P), Redrup (Chairman) (P) and Rigg (P)

The Borough Secretary reported that, in accordance with Standing Orders, Councillors Cully, Farr and Langdon had been appointed to the Committee in place of Councillors Mrs Wright, Mrs Binfield and Taylor respectively.

8. MINUTES
RESOLVED: That the Minutes of the meeting of the Community and Environment Overview and Scrutiny Committee held on 21 January 2002 be approved and signed by the Chairman as a true and correct record.

9. REQUEST FOR SCRUTINY
The Committee was advised that the following requests for scrutiny had been received in accordance with the Protocols of Operation:
Holbrook Recreation Centre - Provision of Sunbed Service
Proposed Use of Commuted Sums at Leesland Park and Bridgemary Park
The Committee debated the second item and considered that it was not a Pre-Scrutiny item. A decision had been made by the Chairman of the Community and Environment Board (4 March 2002) at the Pre-agenda meeting on 18 February 2002 to delegate the decision in the report to Officers in consultation with the Chairman of the Board. Therefore it was felt that this was wrongly called in as a Pre-Scrutiny item and should have been classified as a Post Scrutiny item
RESOLVED: That -

(i) the Holbrook Recreation Centre - Provision of Sunbed Service be approved for scrutiny; and
(ii) the proposed Use of Commuted Sums at Leesland Park and Bridgemary Park be not approved for scrutiny.

10. ARRANGEMENTS FOR SCRUTINY
The Committee gave consideration to the detailed arrangements to be made for the scrutiny of the Provision of a Sunbed Service at Holbrook Recreation Centre.
RESOLVED: That a Panel be established consisting of Councillors Gill, Philpott and Redrup to review the Holbrook Recreation Centre - Provision of Sunbed Service and the time-scale for the review be considered at the next meeting of the Committee.
