4. MINUTES
RESOLVED: That the Minutes of the meeting of the Community and Environment Overview and Scrutiny Committee held on 15 November 2002 be approved and signed by the Chairman as a true and correct record.
5. PRINCIPLES OF SCRUTINY
At its last meeting, the Committee adopted principles of scrutiny to govern its work, and agreed to undertake a review at its next meeting.
The Committee therefore considered proposed revisions to the principles of scrutiny (copy affixed in the Minute Book as Appendix "A). It was intended the principles would be regarded as a working document for the Community and Environment Overview and Scrutiny Committee, although the other Overview and Scrutiny Committees would be urged to consider the adoption of the Principles in due course.
With regard to paragraph 4, the Committee agreed to amend the principle to read:
"The public and representatives of specific interests may be invited to make an input; the means of ensuring that the invitation is communicated shall be left to the discretion of the Officer responsible for collating and gathering information in consultation with the Chairman. The Public attending meetings may speak if they have given prior notification to the Borough Secretary."
RESOLVED: That the revised principles, as set out in the report, and as amended above, be approved.
6. REQUESTS FOR SCRUTINY
The Committee was advised that the following requests for scrutiny had been received in accordance with the Protocols of Operation:
Siting of Adventure Golf Facility;
Development of Borough-Wide Phone Mast Policy
Anglesey Gardens Cycle-Track
RESOLVED: That -
(i) the siting of adventure golf facility and development of Borough-wide phone mast policy be approved for scrutiny; and
(ii) Anglesey Gardens cycle track be not approved for scrutiny.
7. ARRANGEMENTS FOR SCRUTINY
The Committee gave consideration to the detailed arrangements to be made for scrutiny of the topics agreed, as well as the specific terms of reference of the scrutiny.
In relation to the Terms of Reference, the Committee determined to start with the wording of the requests made for scrutiny. In future, it considered that requests should be worded in detail and supported by reasons why scrutiny should be requested.
(a) Holocaust Memorial
RESOLVED: That -
(i) Councillors Mrs Angus and Redrup be appointed to form a panel to undertake scrutiny; and
(ii) the panel's recommendations be brought before the Committee within six months.
(b) Development of Borough-Wide Phone Mast Policy
RESOLVED: That -
(i) scrutiny of this issue be carried out by the Committee as a whole; and
(ii) a report be made within one year.
(c) Siting of Adventure Golf Facility
RESOLVED: That -
(i) scrutiny of this issue be carried out by the Committee as a whole; and
(ii) a report be made within six months.
