AN EXTRAORDINARY MEETING OF THE COMMUNITY AND ENVIRONMENT BOARD
 
WAS HELD ON 5 FEBRUARY 2003

Mrs Elshaw (P), Francis (P), Hook (P), Langdon (P) and Wright (P).
 
It was reported that, in accordance with Standing Orders, notice had been received that Councillor M Russell would replace Councillor Bone for the meeting.

BOARD BUDGET 2003-2004
 
 
 
The Board gave consideration to the draft Revenue Budget for 2003/2004 as prepared by the Deputy Chief Executive and Borough Treasurer.  The total budget for 2003/2004 was £7,794,280, an increase of £298,060 over the original budget for 2002/2003 of £7,496,220.  Major variations that had been incorporated into the 2003/2004 budget were identified in the main budget report.
 
 
 
Those budgets pertaining to the functions overseen by the Regulatory Board had been included as part of this Board's service budgets.  This was in accordance with the Council's Constitution whereby the Regulatory Board functions as a decision making body for specific applications and did not have any budgetary management or monitoring responsibilities. The Board noted that the revised budget for 2002/2003 was £7,680,930, an increase of £184,710 from the original budget.
 
 
 
Consideration was also given to the draft Capital Programme for 2002/2003 to 2008/2009 in the sum of £6,845,000, of which £2,798,000 related to 2003/2004.

RESOLVED:   That the Policy and Organisation Board be requested to approve the:
 
 
 
(a) Revenue Budget for 2003/2004 and the Capital Programme 2002/2003 to 2008/2009; and
 
(b)  Fees and charges for 2003/2004, as set out on pages 1 to 8 and 10 to 15 of the draft Fees and Charges Book.
