The council is committed to improving the local environment and helping protect the global environment through Local Agenda 21, the global conference where national governments pledged to work towards protecting the environment.
In 1992 the first Earth Summit in Rio de Janeiro took place with the aim of achieve consensus to address these issues.
One of the outcomes was local Agenda 21, which called on local communities to take the lead in tackling social and environmental problems facing the world.
The Home Energy Conservation Act 1995 (HECA) requires local Housing Authorities in the United Kingdom to implement energy conservation measures which they consider practical and cost-effective, in order to bring about a 30% net reduction in the amount of domestic energy consumed.
The Council’s energy efficiency service essentially provides advice and targeted aid whilst constantly trying to raise the profile of energy efficiency amongst the general public. Government schemes such as 'Warm Front' are actively promoted to help the less well-off keep warm and save money with insulation and in some cases partial central heating grants. The Warm Front Scheme essentially targets grant aid in an attempt to reduce fuel poverty; this is the situation when a person spends more than 10% of their available income on heating.
